Item No. 07D Meeting Date: August 24, 2015 Type of Business: CB City Administrator Review: ______ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Brian Erickson, P.E., Public Works Director/City Engineer Brandon Stenglein, Project Coordinator Item Title/Subject: Resolution 8447, Municipal Consent for Ramsey County Road 10, County Road H and I-35 W Interchange Project Introduction Ramsey County is in the process of a significant improvement program along the I-35W corridor in the 2015 and 2016 construction seasons. For Mounds View, the improvements planned for County Road 10, County Road H and I-35W will have the largest impact going forward. Throughout the planning and design phase Mounds View has been included in the process as a member of the Project Management Team (PMT). The PMT also includes technical staff from Mn/DOT, FHWA, Arden Hills, Metro Transit, RCWD and several engineering consultants. Background At the Work Session on December 1, 2014, Beth Engum, Ramsey County’s Project Manager along with the previous Public Works Director, Nick DeBar, discussed the extent of this project. During that discussion, Ms. Engum provided the Council with an overview of the planned improvements including updates on Highway 96, TCAAP infrastructure improvements and the Rice Creek re-meander project. On April 6, 2015, Ramsey County returned to Council to discuss the layout that was prepared. At the August 3, 2015 Work Session, Ms. Engum provided a revised design layout for the project which was well received by City Council. This revision was made in order to address concerns from local business regarding the proposed closure of Clifton Drive to left turns out onto County Road H. The final layout for this project has been refined based on input from the City and business owners. This final layout is in the Mn/DOT approval process and this revision includes roundabouts on both the east and west sides of I-35W. The western roundabout provides a solution which allows for access to I-35W without requiring a difficult u-turn. A preliminary budget estimate has been prepared for the work that is planned as part of this project. As stated during the August Work Session, a portion of the work will be the responsibility of the City of Mounds View. These costs include: trail, stormwater management, and city portion of the traffic control and mobilization. The final two costs are typically items that a spread across the total contract. One additional cost that has been avoided is the need to contribute to bridge aesthetics. A cost breakdown for estimated city costs is shown below:
