<br />A review of the Adopted 2016-2020 Five Year Financial Plan shows that funding in the amount <br />of $285,000 is programmed from the Street Improvement fund. It should also be noted that <br />some of this work will likely be eligible for Municipal State Aid funding. As a result, sufficient <br />funding is available for the completion of this work as currently estimated. <br /> <br />Discussion <br />In general, Ramsey County follows Mn/DOT’s municipal consent process used when performing <br />their road projects, and as a result will be seeking municipal consent regarding this project. . <br />As part of the municipal consent request, a public hearing has been scheduled to allow for City <br />Council to hear comments from the public at large. Staff has sent letters to area businesses <br />and property owners with information regarding both the work session and upcoming public <br />hearing. Notice was also provided in the Sun Focus on Friday July 24, 2015. <br /> <br />In addition to the municipal consent, Ramsey County will be preparing a cooperative agreement <br />for the estimated costs shown in the table above. This agreement will be brought back to City <br />Council for approval at a future date. Any additional aesthetic features should be discussed and <br />approved prior to this so that those details can also be included in the agreement. <br /> <br />Recommendation <br />Staff recommends that a public hearing be held in order to receive comments from the public at <br />large.
