Item No. 07K <br />Meeting Date: August 24, 2015 <br />Type of Business: CB <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Public Works Director/City Engineer <br /> Brandon Stenglein, Project Coordinator <br />Item Title/Subject: Resolution 8449, Authorizing Bolton & Menk to Perform <br />Professional Engineering Design Services and Prepare <br />Bidding Documents for Area I of the Street and Utility <br />Improvement Program <br /> <br />Background <br /> <br />The City is in the process of reconstructing 26 miles of City-owned streets and associated <br />underground utilities as part of the Streets and Utilities Improvement Program (Program). The <br />Program includes design standards, a financing plan, a prioritization/implementation (staging) <br />plan, and a communication plan for implementing reconstruction over an initially planned 9-year <br />period (2009-2018) with an estimated program cost of $28 million. <br /> <br />The next and final project area scheduled for construction next year is Area I (see attached <br />Program map). Area I contains 3.3 miles of streets and is located in the northeast part of the <br />city and includes: <br /> <br />• St. Michael Street between Oakwood Drive and County Road I <br />• St. Stephen Street between Oakwood Drive and County Road I <br />• Jackson Drive between Hillview Road and County Road I <br />• Quincy Street between Hillview Road and the northern dead end <br />• Interstate I-35W Service Road between Cornell Drive and Pinewood Drive <br />• Hillview Road between Jackson Drive and Interstate I-35W Service Road <br />• Oakwood Drive between its eastern dead end and Interstate I-35W Service Road <br />• Terrace Drive between Jackson Drive and Interstate I-35W Service Road <br />• Pinewood Drive between Jackson Drive and Interstate I-35W Service Road <br /> <br />The adjacent properties are predominantly single-family housing or parkland. Jackson Drive, <br />Hillview Road and Quincy Street are the non-standard streets in this area due to municipal state <br />aid status and pedestrian/bicycle accommodations. <br /> <br /> <br />Discussion <br /> <br />In 2011, the City of Mounds View solicited a proposal from Stantec and a second firm. At that <br />time the fee proposal from Stantec was approximately $30,000 less than the other firm. For <br />Area I, Public Works staff has solicited a fee estimate proposals from Stantec Consulting and <br />Bolton & Menk, Inc. for professional engineering services for Area I. A breakdown of their fees <br />is shown in the table on the following page.
