Staff has reviewed the proposals and the following points are significant in making <br />a recommendation: <br /> <br />• Stantec’s Project Manager has left the firm and taken a position a different firm. <br />• Bolton & Menk’s design team assigned to this project is familiar with Mounds View, <br />having worked on the initial phase of the Street and Utility Improvement Program. <br />• Bolton & Menk’s support will be equivalent to the support received from Stantec (i.e. <br />project meetings, on-site inspection, etc.). <br />• Bolton & Menk has a higher number of hours (30% more) for construction observation. <br />• Engineering staff has a working relationship with each firm as Bolton & Menk is the <br />designer for the Silver View Park Trail and CSAH 10 Trail Segments 6 and 11. In <br />addition, the Director of Public Works has worked with Bolton & Menk’s senior <br />management for nearly 10 years. <br /> <br />In light of this information, staff’s recommendation is that Bolton & Menk, Inc. be awarded the <br />design phase of the project. The engineering, design, and public interface ability of each firm is <br />similar. The savings on this final portion of the Program allows for the work to be completed in <br />the most efficient manner. <br /> <br />Compensation is based on an hourly basis plus reimbursable expenses with an estimated <br />maximum fee of $165,860 for the design phase. If approved, staff anticipates that the Council <br />will consider authorizing engineering services for the bid phase after bidding documents are <br />complete and for the construction phase after public bids have been received. <br /> <br />In addition to the design work, geotechnical evaluations were awarded as part of the Area H <br />project. The evaluation has been completed by Braun Intertec and will be provided to the <br />selected design firm. The testing required for the construction phase of the work will be <br />presented to City Council at a later date for award. <br /> <br />Recommendation: <br />Public Works recommends that the City Council adopt the attached resolution authorizing <br />Bolton & Menk to perform engineering design services and prepare bidding documents for Area <br />I of the Street and Utility Improvement Program. Doing so will allow the project to stay on <br />schedule for construction next year. Funding these services has been budgeted for 2015 under <br />Street Improvement Fund (485-4470-7050) for $348,644.
