Mounds View City Council August 10, 2015 <br />Regular Meeting Page 2 <br /> <br />Council Member Meehlhause asked how much the City received in revenue each year from the 1 <br />franchise fee. Finance Director Beer estimated this to be approximately $500,000 each year. 2 <br /> 3 <br />MOTION/SECOND: Mueller/Gunn. To Waive the First Reading and Introduce Ordinance 906, 4 <br />an Ordinance Continuing a Franchise Fee on Xcel Energy Electric and Natural Gas Operations 5 <br />within the City of Mounds View. 6 <br /> 7 <br />Mayor Flaherty believed that in 1992 when the franchise fee was originated, the Council at the 8 <br />time thought the fee would eventually be rescinded. However, this has not been the case. He 9 <br />discussed the value of the fee to the City and understood it has greatly assisted the City with 10 <br />replacing its streets while also keeping the levy down on a yearly basis. Finance Director Beer 11 <br />noted that all residents and businesses within the City paid a franchise fee. 12 <br /> 13 <br />Council Member Meehlhause commented that Mounds View was not the only municipality that 14 <br />had a franchise fee. 15 <br /> 16 <br /> Ayes – 5 Nays – 0 Motion carried. 17 <br /> 18 <br />B. Introduction and First Reading of Ordinance 907, an Ordinance Continuing 19 <br />a Franchise Fee on Centerpoint Natural Gas Operations within the City of 20 <br />Mounds View. 21 <br /> 22 <br />Finance Director Beer recommended the Council continue the franchise fee in 2016 with 23 <br />Centerpoint Natural Gas. He commented that the City has a 20-year agreement with Centerpoint, 24 <br />but noted the fee has a sunset clause, which required the Council to review this item on a yearly 25 <br />basis. Staff recommended the Council introduce the Ordinance. 26 <br /> 27 <br />MOTION/SECOND: Mueller/Gunn. Resolution 8442, a Resolution Appointing a Planning and Zoning 34 <br />Commissioner to Fill One Open Position. 35 <br /> 36 <br />City Administrator Ericson stated the Planning Commission had one open seat. The vacancy was 37 <br />published and the City received two applications. He noted the Planning Commission reviewed 38 <br />the applications of Justin Klander and Gary Quick at their August 5th meeting. The Planning 39 <br />Commission voted and had a 3-3 vote.
