Item No. 07D <br />Meeting Date: October 12, 2015 <br />Type of Business: CB <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Public Works Director/City Engineer <br />Item Title/Subject: Resolution 8461, Approve Public Works Facility Space Needs <br />Study Consultant <br /> <br />Introduction <br />City Council at their September 14, 2015 meeting, approved a request for proposals (RFP) <br />related to a space needs study for the Public Works Facility. Additionally, the Public Works <br />Director was directed to contact a minimum of three consultants. Since that meeting, six <br />consultants were contacted and staff received four proposals. Staff is recommending that the <br />City Council select Oertel Architects to perform the space needs study. <br /> <br />Discussion <br />Since the September 14, 2015 Council meeting, a number of steps have taken place in order to <br />recommend a consultant for the space needs study. Six firms were contacted. They were: <br />• Aune-Rodriguez Landscape Architects <br />• Bolton & Menk, Inc. <br />• Oertel Architects <br />• Pearl Architecture <br />• Short Elliot Hendrickson (SEH) <br />• Stantec Consulting <br /> <br />After staff provided a copy of the RFP three of the six firms scheduled times to meet with the <br />Public Works Director and perform a site visit. Four firms subsequently provided proposals for <br />staff evaluation. The two firms that did not propose were Bolton & Menk, Inc. and SEH. Bolton <br />& Menk, Inc. did not provide a proposal due as their firm does not perform this type of work. <br />They have, in the past, teamed up with Oertel Architecture on similar projects. SEH contacted <br />staff and stated that at this point they did not have sufficient time in their schedule to propose on <br />this project. <br /> <br />Staff evaluated the four proposals on a 100 point weighed scale using the following criteria: <br />• Project Understanding (25 points) <br />• Experience (20 points) <br />• Work Plan (20 points) <br />• Qualifications (15 points) <br />• References (10 points) <br />• Cost (10 points) <br /> <br />The conclusion of staff was that Oertel Architects should be selected to perform the space <br />needs study. Oertel has significant experience in planning, designing and constructing public
