Mounds View City Council August 24, 2015 <br />Regular Meeting Page 5 <br /> <br />Finance Director Beer questioned why the County was charging 25% for construction and design 1 <br />costs, when the City was only being charged 10% for its projects. Ms. Engum commented that 2 <br />State Aid rules allow for reimbursement of these costs and reiterated that the County Road H 3 <br />interchange was a very complicated project. 4 <br /> 5 <br />Council Member Mueller detested the County Road 10/County Road H stoplight. She believed 6 <br />this intersection was extremely unsafe. She asked if the proposed re-design would improve the 7 <br />safety at this intersection. Ms. Engum commented this was one of the main reasons this 8 <br />intersection was being improved, in addition to the high traffic volume along County Road 10 9 <br />and County Road H. She explained that the roadways would be properly aligned after the 10 <br />improvement project was complete. 11 <br /> 12 <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8447, 13 <br />Municipal Consent for Ramsey County Road 10, County Road H and I-35W Interchange Project. 14 <br /> 15 <br />Council Member Mueller appreciated that Ramsey County worked with the City and its local 16 <br />businesses to create a better vision for this improvement project. 17 <br /> 18 <br />Council Member Meehlhause agreed and thanked the County for working with its businesses and 19 <br />addressing their concerns with the original project design. 20 <br /> 21 <br />Mayor Flaherty questioned when the City would have to make decisions regarding the bridge and 22 <br />pedestrian amenities. Ms. Engum encouraged the Council to discuss this and forward its 23 <br />decisions to the County as soon as possible. City Administrator Ericson explained that the 24 <br />Council could discuss this at their September 8th Council worksession meeting. 25 <br /> 26 <br />Council Member Mueller recommended that Mounds View match the landscaping that would be 27 <br />completed by Arden Hills. Ms. Engum stated she could work with staff on this initiative. 28 <br /> 29 <br /> Ayes – 5 Nays – 0 Motion carried. 30 <br /> 31 <br />E. 7:00 p.m. Public Hearing, Second Reading and Adoption of Ordinance 906 32 <br />Continuing a Franchise Fee on Xcel Energy Electric and Natural Gas 33 <br />Operations in Mounds View. 34 <br /> 35 <br />Finance Director Beer commented this was the Second Reading and Adoption of a franchise 36 <br />agreement with Xcel Energy Electric and Natural Gas. He noted this was an annual Ordinance 37 <br />adopted by the City. He discussed how the City used the funds generated by the franchise fee on 38 <br />a yearly basis.
