He noted this was an annual Ordinance 13 <br />adopted by the City. He discussed how the City used the funds generated by the franchise fee on 14 <br />a yearly basis. Staff recommended approval of the 4% franchise fee. 15 <br /> 16 <br />Mayor Flaherty opened the public hearing at 7:59 p.m. 17 <br /> 18 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:59 p.m. 19 <br /> 20 <br />Council Member Meehlhause asked if the City has had any problem receiving franchise fee 21 <br />payments from either Xcel or Centerpoint. Finance Director Beer reported that this has not been 22 <br />a concern and noted the City receives monthly payments from both utility providers. 23 <br /> 24 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Second Reading and Adopt Ordinance 907 25 <br />Continuing a Franchise Fee on Centerpoint Energy Natural Gas Operations in Mounds View, 26 <br />approving the publishing the Ordinance summary. 27 <br /> 28 <br />ROLL CALL: Gunn/Hull/Meehlhause/Mueller/ Flaherty. 29 <br /> 30 <br /> Ayes – 5 Nays – 0 Motion carried. 31 <br /> 32 <br />G. 7:00 p.m. Public Hearing, First Reading and Introduction of Ordinance 908, 33 <br />an Ordinance Amending Chapter 701 of the Municipal Code to Permit the 34 <br />Keeping of Honeybees in Certain Residential Districts. 35 <br /> 36 <br />City Administrator Ericson stated the Council discussed the keeping of honeybees at the June 37 <br />and July worksessions. There was support from the Council to amend the City Code in order to 38 <br />allow Mounds View residents to keep honeybees. He stated that cities are being more proactive 39 <br />in order to protect and encourage honeybees in the metro area. Staff reviewed the proposed code 40 <br />amendment and recommended the Council waive the First Reading and Introduction of 41 <br />Ordinance 908. 42 <br /> 43 <br />Mayor Flaherty opened the public hearing at 8:04 p.m. 44 <br /> 45
