Mounds View City Council September 14, 2015 <br />Regular Meeting Page 4 <br /> <br /> 1 <br />Public Works Director Erickson stated the Council discussed this item at a recent worksession 2 <br />meeting. He reported that the City was working to design a Public Works facility in 2016 with 3 <br />construction planned for 2017. He explained that the true needs of the City would need to be 4 <br />evaluated. Staff requested that the Council approve a Public Works facility space needs study 5 <br />RFP. 6 <br /> 7 <br />Council Member Mueller questioned if it was standard practice for staff to send RFP’s to 8 <br />consultants versus advertising for the project. Public Works Director Erickson believed it was 9 <br />standard practice to contact consultants. 10 <br /> 11 <br />Council Member Mueller encouraged staff to contact White Bear Lake staff as they have recently 12 <br />completed a needs study and Public Works facility. 13 <br /> 14 <br />Mayor Flaherty wanted to see at least three consultants contacted for RFP’s. He discussed the 15 <br />potential of combining the Public Works and Police Building in the future. 16 <br /> 17 <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8453, 18 <br />Approving the Public Works Facility Space Needs Study Request for Proposals. 19 <br /> 20 <br />Council Member Mueller was interested in considering the combination of the Public Works 21 <br />Department and the Police Department. 22 <br /> 23 <br /> Ayes – 5 Nays – 0 Motion carried. 24 <br /> 25 <br />8. CONSENT AGENDA 26 <br />A. Set a Public Hearing for 7:00 p.m., Monday, September 28, 2015, to Consider 27 <br />a Residential Kennel License for Courtney and Chris Hansen, located at 2364 28 <br />Laport Drive. 29 <br />B. Set a Public Hearing for 7:00 p.m., Monday, September 28, 2015, to Consider 30 <br />a Transfer of Ownership for an Off-Sale Intoxicating Liquor License from 31 <br />Menbe, Inc. (doing business as ABC Liquor) to M.D. Liquors, located at 2840 32 <br />County Road 10. 33 <br />C. Set a Public Hearing for 7:00 p.m., Monday, October 12, 2015, to Consider 34 <br />Special Assessments for Delinquent Utility Charges. 35 <br />D. Set a Public Hearing for 7:00 p.m., Monday, October 12, 2015, to Consider 36 <br />Special Assessments for Unpaid City Charges, Administrative Offense 37 <br />Charges, and Diseased Tree Charges. 38 <br /> 39 <br />MOTION/SECOND: Mueller/Meehlhause.
