<br />h. Municipal State Aid Street <br /> <br />The Street and Utility Committee considered each of these sections at their November 16, 2015 <br />meeting. For segments 2, 4, and 5 the Committee recommended a street section of 28 feet <br />from face of curb to face of curb. In addition, the Committee recommended that a 6-foot wide <br />sidewalk be constructed on the east side of Jackson Drive from Hillview Road to County Road I. <br />Jackson Drive would be shifted slightly to the west so that the sidewalk does not encroach any <br />closer than the edge of pavement currently does. For segment 5, the recommended section <br />would include a 6 foot wide sidewalk from Hillview Road to Rustad Lane on the east side of the <br />street. This would be in keeping with the Comprehensive Plan. <br /> <br />For segments 1, 3 and 6 the Committee recommended that the streets be reconstructed to a <br />width of 35.5 feet from face of curb to face of curb and that a 6-foot wide sidewalk be <br />constructed on the east side of Jackson (segment 1) and Quincy (segment 6) and the north side <br />of Hillview (segment 3). In addition, an 8-foot parking lane would be constructed on the west <br />side of Jackson (segment 1), the south side of Hillview (segment 3) and the east side of Quincy <br />(segment 6). For the opposite sides of these streets have a 5.5-foot wide shoulder constructed <br />and no parking would be allowed. This recommended section would match with the existing <br />section constructed on Hillview Road as part of the Area F reconstruction, and establish a <br />consistent corridor from Long Lake Road. In addition, these proposed sections would meet <br />Municipal State Aid standards. <br /> <br />Recommendation: <br />Public Works recommends that the City Council adopt the attached resolution to authorizing the <br />following: <br />1. Jackson Drive between Lois Drive and Hillview Road is to be reconstructed at 35.5 feet <br />in width and have a 6-foot wide sidewalk on the east side, a 5.5-foot wide shoulder on <br />the east side and an 8-foot wide parking lane on the west side. No parking will be <br />allowed on the east side of the street. This section does meet MSA requirements. <br />2. Jackson Drive between Hillview Road and County Road I is to be reconstructed to 28 <br />feet in width and have a 6-foot wide sidewalk on the east side. There will be no parking <br />restrictions. <br />3. Hillview Road between Jackson Drive and Quincy Street is to be reconstructed at 35.5 <br />feet in width and have a 6-foot wide sidewalk on the north side, a 5.5-foot wide shoulder <br />on the north side and an 8-foot wide parking lane on the south side. No parking will be <br />allowed on the north side of the street. This section does meet MSA requirements. <br />4. Hillview Road between Quincy Street and the I-35W Service Road is to be reconstructed <br />to 28 feet in width and have a 6-foot wide sidewalk on the north side between Quincy <br />Street (southern leg) and Quincy Street (northern leg). There will be no parking <br />restrictions. <br />5. Quincy Street between northern dead end and Hillview Road is to be reconstructed to 28 <br />feet in width and have a 6-foot wide sidewalk on the east side between Hillview Road <br />and Rustad Lane. There will be no parking restrictions. <br />6. Quincy Street between Hillview Road and County Road I is to be reconstructed at 35.5 <br />feet in width and have a 6-foot wide sidewalk on the east side, a 5.5-foot wide shoulder <br />on the west side and an 8-foot wide parking lane on the east side. No parking will be <br />allowed on the west side of the street.
