Mounds View City Council October 12, 2015 <br />Regular Meeting Page 2 <br /> <br />Ramsey County Sheriff Bostrom reviewed the improvements that have been made at the 1 <br />detention center to improve communication between those being held and their family members. 2 <br />He encouraged the Council and Mounds View residents to visit the Fright Farm near Aldrich 3 <br />Arena Fridays and Saturdays in October. He reported that all funds raised by the Fright Farm 4 <br />was used for safety equipment and youth initiatives in Ramsey County. 5 <br /> 6 <br />Council Member Gunn asked if the City would be coordinating a local drug take back event 7 <br />again this year. Police Chief Kinney did not believe this would be offered in 2015, but stated this 8 <br />could be considered for 2016. 9 <br /> 10 <br />Council Member Mueller questioned when the Sheriff’s Department would move to body 11 <br />cameras. Ramsey County Sheriff Bostrom commented he and his staff has been working on how 12 <br />to store, upload and manage the body camera data. He anticipated that the department would 13 <br />have a smart phone, tablet and body camera in the next three to five years. He discussed how the 14 <br />County was working to draft a data management practice at this time. 15 <br /> 16 <br />Mayor Flaherty thanked Sheriff Bostrom for his presentation. 17 <br /> 18 <br />7. COUNCIL BUSINESS 19 <br />A. 7:00 p.m. Public Hearing to receive Public Input and pass upon Resolution 20 <br />8460 Adopting a Special Assessment Levy for Delinquent Public Utility 21 <br />Accounts. 22 <br /> 23 <br />Finance Director Beer explained the City addressed delinquent utilities during the third quarter 24 <br />each year. He reported a $35 administrative fee has been placed on each delinquent public utility 25 <br />account. He further reviewed the proposed assessment roll, requested the Council take 26 <br />comments from the public and adopt the special assessment levy. 27 <br /> 28 <br />Mayor Flaherty opened the public hearing at 7:28 p.m. 29 <br /> 30 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:28 p.m. 31 <br /> 32 <br />MOTION/SECOND: Meehlhause/Mueller. To Waive the Second Reading and Adopt 33 <br />Resolution 8460 Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. 34 <br /> 35 <br /> Ayes – 5 Nays – 0 Motion carried. 36 <br /> 37 <br />B. 7:00 p.m. Public Hearing to receive Public Input and pass upon Resolution 38 <br />8459 Adopting a Special Assessment Levy for Administrative Offense 39 <br />Charges and Nuisance Abatement Charges. 40 <br /> 41 <br />Finance Director Beer indicated administrative offense charges and nuisance abatement charges 42 <br />were addressed by the City during the third quarter each year. He reported a $35 administrative 43 <br />fee has been placed on each delinquent account. He further reviewed the proposed assessment 44 <br />roll, requested the Council take comments from the public and adopt the special assessment levy. 45
