Mounds View City Council October 12, 2015 <br />Regular Meeting Page 3 <br /> <br /> 1 <br />Mayor Flaherty opened the public hearing at 7:31 p.m. 2 <br /> 3 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:31 p.m. 4 <br /> 5 <br />Council Member Mueller asked if outstanding assessments would keep local businesses from 6 <br />receiving a license from the City. Finance Director Beer reported this would only impact 7 <br />businesses requesting a liquor license. 8 <br /> 9 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8459 10 <br />Adopting a Special Assessment Levy for Administrative Offense Charges and Nuisance 11 <br />Abatement Charges. 12 <br /> 13 <br /> Ayes – 5 Nays – 0 Motion carried. 14 <br /> 15 <br />C. 7:00 p.m. Public Hearing, Resolution 8462, Approving a New Chicken & 16 <br />Duck Keeping License at 5084 Long Lake Road, Applicants: Mark and Deb 17 <br />Nygaard. 18 <br /> 19 <br />Assistant City Administrator Crane indicated Mark and Deb Nygaard were requesting a chicken 20 <br />and duck keeping license for their property at 5084 Long Lake Road. Staff reported the 21 <br />applicants have submitted all of the necessary paperwork and fees. It was noted the Nygaard’s 22 <br />would like to keep four chickens and four ducks on their property. Staff reported that the 23 <br />proposed location of their chicken coop would have to be moved to sit behind their garage in 24 <br />order to be in compliance with City setbacks. Staff recommended approval of the license. 25 <br /> 26 <br />Mayor Flaherty opened the public hearing at 7:35 p.m. 27 <br /> 28 <br />James Murphy, 5074 Long Lake Road, supported the Nygaard’s request for ducks and chickens. 29 <br />He requested that the City be flexible with the location of the chicken coop given the amount of 30 <br />time and expense that went into its construction. 31 <br /> 32 <br />Tim Meyer, 2320 Woodcrest, supported his neighbors having chickens and ducks as well and 33 <br />was not concerned with the location of the chicken coop. 34 <br /> 35 <br />Hearing no further public input, Mayor Flaherty closed the public hearing at 7:38 p.m. 36 <br /> 37 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 8462, 38 <br />Approving a New Chicken & Duck Keeping License at 5084 Long Lake Road, Applicants: Mark 39 <br />and Deb Nygaard. 40 <br /> 41 <br /> Ayes – 5 Nays – 0 Motion carried. 42 <br /> 43 <br />D.
