Staff requested the Council hold a public hearing, receive public input and 1 <br />adopt the Special Assessment levy for the project. 2 <br /> 3 <br />Mayor Flaherty opened the public hearing at 7:06 p.m. 4 <br /> 5 <br />City Attorney Riggs advised there were no written objections to the assessments at this point in 6 <br />time. 7 <br /> 8 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:07 p.m. 9 <br /> 10 <br />Council Member Mueller requested further clarification on the savings that occurred during this 11 <br />project. Public Works Director Erickson stated the savings were a result of the contractor not 12 <br />using the estimated amount of material. 13 <br /> 14 <br />Council Member Meehlhause questioned if staff had received any compliments or complaints on 15 <br />the project. Public Works Director Erickson indicated he has not received comments from the 16 <br />public either way. 17 <br /> 18 <br />MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 8472, 19 <br />Adopting a Special Assessment Levy for the Mustang Drive Street and Utility Improvement 20 <br />Project. 21 <br /> 22 <br /> Ayes – 5 Nays – 0 Motion carried. 23 <br /> 24 <br />B. 7:00 p.m. Public Hearing, Resolution 8471, to Consider a Residential Kennel 25 <br />License for Gerald Kluthe and Lanette Zaiger, located at 7869 Greenwood 26 <br />Drive. 27 <br /> 28 <br />This item was removed from the agenda per the applicant’s request. 29 <br /> 30 <br />C. Introduction and First Reading of Ordinance 909, Amending Chapter 1103 31 <br />of the Mounds View Zoning Code Pertaining to Fencing, Screening and 32 <br />Landscaping. 33 <br /> 34 <br />Planning Associate Heller explained the proposed Zoning Code amendment was brought about 35 <br />after the Planning Commission had discussed a number of corner lot fence variance requests. 36 <br />She reported that corner lots were not allowed to have a fence higher than four feet at present. 37 <br />She indicated that after much research she found that 12 neighboring communities allow fences 38 <br />within a second front yard on a corner lot to be higher than four feet. She requested that the 39 <br />Council introduce Ordinance 909 allowing a fence or screening up to six feet for the second front 40 <br />yard for corner lots. 41 <br /> 42 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the First Reading and Introduce 43 <br />Ordinance 909, Amending Chapter 1103 of the Mounds View Zoning Code Pertaining to 44 <br />Fencing, Screening and Landscaping. 45
