C <br />Item No: 07B <br />MOVIvnS t WW Meeting Date: April u mess <br />�/1 Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8242 Approving a Three Year Labor Agreement <br />with LELS 204 (Patrol Officers) Effective from January 1, 2014, <br />through December 31, 2016 <br />Background: <br />The previous labor agreement with LELS 214 (Patrol Officers) expired at the end of 2013. <br />The City and the Union have conducted a series of negotiation sessions and have come to <br />an agreement on terms for the three year period beginning January 1, 2014. <br />Incorporated into this labor agreement are the results from the Compensation Study <br />conducted by Springsted in 2013. The study determined that the Patrol Officers were paid <br />amounts comparable to the surveyed communities; however some of the specialty pays <br />were determined to be less than comparable. <br />Discussion: The Agreement provides for the following changes: <br />Article 13: Work Schedules <br />A clause was added in this section to be consistent with the language in the Sergeants' <br />Labor Agreement relating to minimum pay for mandatory meetings that occur outside the <br />Employee's scheduled shift. <br />13.4 Employees who attend mandatory meetings, during time periods that fall outside <br />their regularly scheduled shifts, shall receive a minimum of two (2) hours pay. <br />Article 15: Court Duty <br />If an Employee is called to appear in Court when otherwise not scheduled to work would <br />receive four hours of overtime instead of three hours of overtime. This change is also <br />made to be consistent with the language in the Sergeants' Agreement. <br />Article 17: Insurance <br />The City Council has already approved an increase in the monthly insurance contribution to <br />non-union personnel and the Sergeants group of $20. The same increase would be <br />provided to the Patrol Officers, bringing the contribution up to $980 per month for health & <br />dental insurance in 2014. The monthly contribution in 2015 and 2016 would be tied to the <br />subsequent increase in the premiums as shown on the following page. <br />
