Item No: 7D <br />Meeting Date: April 28, 2MOUNM7DilEW 014 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />MONEOF <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8250, Approving the Acquisition of Tax -Forfeited <br />Parcels in the Laport Meadows Wetlands Area <br />Introduction: <br />From time to time, staff is made aware of parcels that are returned to the state through a <br />tax forfeiture process. Coordinated by Ramsey Council, the City is notified of available <br />parcels and any scheduled auctions. In November of 2013, staff was notified that three <br />parcels were available, however staff felt the assigned values were too high and opted to <br />allow the parcels to be presented at public auction. None of the parcels sold despite many <br />phone calls asking about the parcels. Two parcels are within the Laport Meadows <br />wetlands area in the northeast quadrant of the City, near Highway 10, shown below. <br />-I <br />IvIeCltronic <br />Discussion: <br />After the public auction, staff communicated with the County and provided additional <br />information regarding past soil borings and wetland maps. While the lots could be <br />developed with substantial corrections, they do not abut improved right of way and do not <br />have utilities. The efforts of dewatering, correcting the soils, extending the utilities and <br />constructing the streets would be cost prohibitive unless packaged with other parcels. <br />Because of these impediments, the County reduced the price of the lots to a level staff <br />believes is more in line with their present worth. <br />
