Laport Meadows Tax Forfeited Land <br />April 28, 2014 <br />Page 2 <br />Staff alerted the Council to the availability of these two parcels at its April 14th meeting at <br />which time direction was provided to prepare the necessary resolution. Staff also <br />contacted Ramsey County and requested a more detailed cost estimate of the two parcels. <br />These estimates (attached) indicate that the final cost to acquire Parcel 1 would be <br />$592.70 and the final cost to acquire Parcel 2 would be $489.70, for a total cost of <br />$1,082.40. <br />The County requires that the resolution adopted by the City Council include a statement as <br />to the intended purpose of the land. Consistent with the use deeds held by the City to the <br />large lot surrounding Parcel 1 and the lot to the south of Parcel 2, staff recommends the <br />intended use be identified as "Stormwater Management". Such a statement does not <br />preclude some other type of use at some future date. <br />Council Priorities: <br />This proposed acquisition of parcels is generally consistent with the City Council's priorities <br />as adopted on March 10, 2014. The specific priority which relates is, "Consider targeted <br />property acquisitions on a case-by-case basis to eliminate blight and to encourage <br />redevelopment and land assembly." While the parcels are not blighted, the City controls <br />much of the land in this undeveloped area and adding the two specified parcels will provide <br />greater flexibility long-term should development materialize in the future. <br />Recommendation: <br />Staff recommends approval of Resolution 8250, a resolution authorizing the acquisition of <br />two presently undevelopable lots within the Laport Meadows wetlands area for purposes of <br />stormwater management. <br />Respectfully submitted, <br />Ja <br />James Ericson <br />City Administrator <br />
