He then reviewed the number and type of calls for service in <br />Mounds View. He commented his department has a very low percentage of injury, which was <br />reflected in the department's budget. He discussed the new program that had begun at the high- <br />density apartment complexes to improve home safety. <br />Fire Chief Zikmund applauded Mr. Crooks for his 20 years of service. <br />Council Member Mueller asked how the severe cold of this winter would affect fire fighters <br />when responding to a fire. Fire Chief Zikmund stated subzero temperatures were extremely <br />challenging and miserable because everything freezes. <br />Council Member Mueller questioned how members of the community could become volunteer <br />fire fighters. Fire Chief Zikmund encouraged residents to contact the Fire Department or to visit <br />the SBM website. <br />7. COUNCIL BUSINESS <br />A. Second Reading and Adoption of Ordinance 885, Amending Chapter 512 of <br />the City Cigarette and Tobacco Code by Adding Language Relating to <br />Electronic Cigarettes (E -Cigarettes). <br />Assistant City Administrator Crane requested the Council waive the Second Reading and adopt <br />an Ordinance amending Chapter 512 of the City Cigarette and Tobacco Code by adding language <br />related to Electronic Cigarettes. She reported the Council held the First Reading of this <br />Ordinance on January 13, 2014. <br />Council Member Mueller asked if E -Cigarettes could be sold out of a mobile truck. Assistant <br />City Administrator Crane indicated this was not allowed as a licensed facility was required. <br />MOTION/SECOND: Gunn/Mueller. To Waive the Second Reading and Adopt Ordinance 885, <br />Amending Chapter 512 of the City Cigarette and Tobacco Code by Adding Language Relating to <br />Electronic Cigarettes (E -Cigarettes) and publish an Ordinance summary. <br />ROLL CALL: Guim/Hull/Meehlhause/Mueller/ Flaherty. <br />Ayes — 5 Nays — 0 Motion carried. <br />B. Resolution 8205, Longview Estates Variance Extension, Marty Harstad. <br />Planning Associate Heller requested the Council consider a variance extension for the Longview <br />Estates Subdivision. She reported the owners have wanted to subdivide the property and build <br />homes; however, the work had yet to be completed. For this reason, a one-year extension has <br />been requested. <br />Marty Harstad, applicant, apologized for the delay stating Rice Creek Watershed has changed <br />
