He commented that buckthorn <br />was now considered an aquatic species, which was leading to further delays. He indicated he had <br />buyers in hand and that once the issues were resolved with Rice Creek he hoped to begin <br />Longview Estates. <br />Mr. Harstad then provided the Council with an update on the Red Oak Estates project. <br />Mayor Flaherty thanked Mr. Harstad for the update. <br />MOTION/SECOND: Mueller/Meehlhause. Resolution 8206, Wetland Alteration Permit for a deck at Edgewood Middle <br />School. <br />Planning Associate Heller explained Edgewood Middle School was requesting a wetland <br />alteration permit to allow for the construction of an outdoor classroom, which would be held on <br />an elevated deck in the wetland. She explained the school has received permits from the Rice <br />Creels Watershed and DNR. She reported the City had no objections and recommended approval <br />of the wetland alteration permit. <br />Council Member Mueller appreciated the opportunity that the school was taking by proposing to <br />have an outdoor classroom and to take advantage of the natural landscape surrounding the <br />school. She questioned if the property was protected, or if neighbors would be able to walk onto <br />the school grounds. Nathan Johnson, teacher at Edgewood Middle School, explained the design <br />was extremely basic and no heightened security measures would be taken. He commented the <br />decking and benches would serve as an observation area. He understood the residents used the <br />trails behind the school and would not be kept from the area. Planning Associate Heller reported <br />the deck would not be visible from the surrounding properties. <br />Mayor Flaherty was pleased with the proposed outdoor classroom stating it would fit in well with <br />the STEAM initiative. He asked who would be building the deck. Mr. Johnson explained the <br />school received a grant and would be bidding the project out to a licensed contractor. <br />Mayor Flaherty suggested the students be involved in the construction project as it would provide <br />for great teaching moments for the students. <br />Council Member Gunn commented that Irondale High School had a wonderful workshop teacher <br />and may be another resource available to the school. <br />MOTION/SECOND: Mueller/Meehlhause.
