RESOLUTION 8223 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVING THE WELLHEAD PROTECTION PLAN <br />WHEREAS, the City of Mounds View is mandated to implement wellhead and <br />source water protection measures through a Wellhead Protection Plan (WHPP) in <br />accordance with Minnesota Rules, Chapter 4720; and <br />WHEREAS, the WHPP is developed as a two part process which Barr <br />Engineering Company prepared on behalf of the City; and <br />WHEREAS, Part 1 of the WHPP was completed in December 2011 and <br />approved by the Minnesota Department of Health (MDH) on February 1, 2012 after <br />which a public information meeting was conducted on March 12, 2012; and <br />WHEREAS, Part 2 of the WHPP was sent to stakeholders on July 22, 2013 for a <br />mandated 60 -day review period and a public hearing was conducted on September 23, <br />2013 consistent with Wellhead Protection Rules (4720.5350, subpart 4); and <br />WHEREAS, the WHPP was submitted to MDH prior to the October 15, 2013 <br />deadline and the City received final approval by MDH on January 6, 2014 after which <br />stakeholders were notified of its approval. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Mounds View, Ramsey County, Minnesota as follows: <br />1. The Wellhead Protection Plan consisting of Part 1 and 2 dated December 2011 and <br />September 2013, respectively, prepared by Barr Engineering Company on behalf of <br />the City is hereby approved. <br />2.
