Item No: 7F
tW--
__ Meeting Date: March 10, 2014
Type of Business: Council Business
Administrator Review:
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Thomas Kinney, Chief of Police
Item Title/Subject: Resolution 8226 Approving the Purchase of One 2014 Ford
Police Interceptor Utility Vehicle and One 2014 Chev Impala
Sedan Administrative Vehicle
Introduction:
The police department has $62,000 approved in the 2014 budget to purchase two
police vehicles and equipment setups. In addition, a separate item of a light bar
expense at $2,300 is also in the 2014 budget. Maintaining a reliable and well kept fleet
of police vehicles is essential in providing quality policing services to the community.
The department strives to stay on a 5 year replacement cycle for marked police
vehicles and an 8 year replacement cycle for unmarked/administrative vehicles. The
current police fleet consists of:
• One 2008 Ford Crown Victoria (084) for PSO
• One 2008 Ford Crown Victoria (085) for Patrol Use
• One 2009 Ford Crown Victoria (091) for Patrol Use
• One 2011 Ford Crown Victoria (111) for K-9 Use
• One 2011 Chev Tahoe (112) for Patrol Sergeant Use
• One 2013 Ford Interceptor Sedan (131) for Patrol Use
• Three 2014 Ford Interceptor Sedans (141, 142, 143) for Patrol Use
• Two Unmarked Chev Impalas (2006, 2007) for Admin /Investigative Use
Discussion:
The current vehicle designated for the PSO (084) use has a higher number of engine
hours and mileage, as well as peeling paint and more frequent servicing needs.
Therefore, this vehicle will be cycled out through auction at the State Surplus Services
and 085 will be converted to the new PSO vehicle.
The oldest Chev Impala, a 2002 model, has already been transferred for use by the
Community Development Department. Community Development was in need of a
vehicle for immediate use due to the loss of another staff vehicle.
The department is requesting to purchase one 2014 Ford Police Interceptor Utility
vehicle and one 2014 Chev Impala Sedan unmarked vehicle for administrative /
investigative designation. The utility vehicle offers the all wheel drive, but more
importantly provides increased interior room as well as additional cargo area for
equipment. The addition of another utility vehicle will also provide an alternative means
of use for the patrol officers, as the current Chev Tahoe, is designated for the patrol
sergeant.
