Page Two
Ramsey County Board of Commissioners
September S, 2013
all future economic prosperity work will be stunted unless it simultaneously increases access to
opportunity in all areas and for all people within our community.
When these conceptual principles are considered alongside available regional, county and neighborhood
data, four key policy themes emerge that are central to making progress toward the goal:
1. Our People Are Our Future.
2. Intensity of Land Use Matters.
3. New Partnerships Can Drive Change.
4. Build Upon the Existing Foundation.
r—i
About the Prosper -or-A1'1-I M&u
All presenia ' materials and a collection of supplementary information is included in this Prosperityfor
All book; `staff hope that it will ultimately serve as an oft -used resource that establishes a common
baseline of shared information from which future community conversations and policy decisions
emanate.
Concluding Thoughts
The recently adopted goal is ambitious and comes at a pivotal time for our community. It establishes an
overlay through which current and future programs, policies and collaborative actions can be evaluated
by applying the principle that equitable, intentional growth is integral to future success. The goal also
makes a commitment to the long-term; it cannot be fully achieved in one, five or even ten years. But
progress can be made incrementally, and it is that sustained effort, measured effectively and adjusted
when necessary, that will ultimately ensure lasting and positive outcomes.
Finally, it is important to reiterate that success requires the support and participation of more than just the
County. This new goal presents a community call to action requiring community -wide solutions, and any
and all that are willing to take part in those solutions are therefore encouraged to review this information,
begin a dialogue with other stakeholders, and then enthusiastically engage so that we can collectively
work to Cultivate Economic Prosperity and Combat Concentrated Areas of Financial Poverty within our
community.
Sincerely,
Julie IQeinschmidt
Ramsey County Manager
Ryan T. O'Connor
Director, Policy Analysis & Planning
