MoUrms VIEW <br />of Mounds View Staff <br />Item No: 5 <br />Meeting Date: March 3, 2014 <br />Type of Business: Work Session <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Review Draft Goals Statement from the Council / Staff <br />Retreat of February 11, 2014 <br />Introduction: <br />The City Council and department heads met at the Mounds View Community Center on <br />February 11, 2014, to review its goals and priorities. The retreat was facilitated by David <br />Unmacht from Springsted. Mr. Unmacht is a former city and county administrator who <br />now, as a consultant, helps city and county clients identify goals and create strategic plans <br />for the future. <br />Discussion: <br />The retreat started by reviewing the City's Mission Statement (our purpose and intent) and <br />the Vision Statement (our ideal of what we want to be). The City Council felt both <br />statements along with identified Values, still captured the essence of who we are, what we <br />aspire to and how we accomplish our goals. The Council then reviewed the previous <br />year's priorities, which are as follows: <br />• Partner with Ramsey County concerning corridor maintenance and appearance <br />• Consider targeted property acquisitions on a case-by-case basis to eliminate <br />blight and to encourage redevelopment and land assembly <br />• Improve and enhance visual corridor aesthetics through sustainable landscaping <br />and pedestrian -friendly streetscaping <br />• Explore creation of a Corridor Overlay Zoning district to promote ideals of <br />vertical, mixed use development, minimized building setbacks, parking in rear <br />and more desirable design guidelines <br />• Complete corridor trail and sidewalk system and plan for internal and external <br />linkages to promote and enhance walkability and connectivity <br />• Actively recruit new business development and work with existing businesses for <br />purposes of retention and expansion <br />• Pursue grants and leveraged funding opportunities to foster desired <br />improvements <br />• Partner with Mn DOT and Ramsey County to effectuate the naming of the County <br />Highway 10 corridor as "Northtown Boulevard" <br />There was consensus that some of the priorities which are well underway or that we do <br />as a matter of course could be eliminated from the list. It doesn't make them any less <br />of a priority, simply a reflection that we are already following through on those priorities. <br />
