MoUrms VIEW
of Mounds View Staff
Item No: 5
Meeting Date: March 3, 2014
Type of Business: Work Session
To: Honorable Mayor and City Council
From: James Ericson, City Administrator
Item Title/Subject: Review Draft Goals Statement from the Council / Staff
Retreat of February 11, 2014
Introduction:
The City Council and department heads met at the Mounds View Community Center on
February 11, 2014, to review its goals and priorities. The retreat was facilitated by David
Unmacht from Springsted. Mr. Unmacht is a former city and county administrator who
now, as a consultant, helps city and county clients identify goals and create strategic plans
for the future.
Discussion:
The retreat started by reviewing the City's Mission Statement (our purpose and intent) and
the Vision Statement (our ideal of what we want to be). The City Council felt both
statements along with identified Values, still captured the essence of who we are, what we
aspire to and how we accomplish our goals. The Council then reviewed the previous
year's priorities, which are as follows:
• Partner with Ramsey County concerning corridor maintenance and appearance
• Consider targeted property acquisitions on a case-by-case basis to eliminate
blight and to encourage redevelopment and land assembly
• Improve and enhance visual corridor aesthetics through sustainable landscaping
and pedestrian -friendly streetscaping
• Explore creation of a Corridor Overlay Zoning district to promote ideals of
vertical, mixed use development, minimized building setbacks, parking in rear
and more desirable design guidelines
• Complete corridor trail and sidewalk system and plan for internal and external
linkages to promote and enhance walkability and connectivity
• Actively recruit new business development and work with existing businesses for
purposes of retention and expansion
• Pursue grants and leveraged funding opportunities to foster desired
improvements
• Partner with Mn DOT and Ramsey County to effectuate the naming of the County
Highway 10 corridor as "Northtown Boulevard"
There was consensus that some of the priorities which are well underway or that we do
as a matter of course could be eliminated from the list. It doesn't make them any less
of a priority, simply a reflection that we are already following through on those priorities.
