Res. 8219, Approving Addition of a Sidewalk to the Non -Standard Street Design for Arden Ave. in Area G
Page 2
Engineering staff believe that a sidewalk will be utilized if constructed. Many residents in this area
walk, jog, and bike. In addition, Metro Transit has bus stops at every intersection on both sides of
Ardan Avenue. Having a sidewalk to step off the bus onto instead of a snow bank will be
appreciated by those coming home from work. In addition, the Comprehensive Plan identifies
Ardan Avenue as a key east -west pedestrian corridor connecting Spring Lake Road to Long Lake
Road and all streets in-between. The Comprehensive Plan should be followed to provide current
and future residents the infrastructure to realize the vision of a walkable community with
connections to parks, schools, library, community center, civic buildings, and regional trails exist.
A notice of the proposed planned improvements was mailed to Ardan Avenue properties in Area G
and H during the week of February 17 — a copy of the notice is attached. To date, only two
property owners commented and both were supportive of the planned improvements and addition
of a sidewalk.
Recommendation:
Engineering staff recommends that the City Council adopt the attached resolution approving the
addition of a 6 -foot wide concrete sidewalk in the north boulevard of the previously approved 32 -
foot wide (curb face to curb face) street design for Arden Avenue between Red Oak Drive and
Long Lake Road. The revised typical street section includes two 11 -foot drive lanes, a 2 -foot wide
reaction zone on the north (westbound) side, an 8 -foot wide parallel parking lane on the south
(eastbound) side, and a 6 -foot concrete sidewalk located immediately behind the north curb.
If approved, Stantec will prepare an addendum to the bidding documents and issue to plan holders
prior to the bid opening.
Respectfully submitted,
A
Nick DeBar - Public Works Director
Existing Conditions of Ardan Avenue
a 60 foot wide Right -of -Way
a Red Oak Drive to Eastwood Road:
- 36 foot wide bituminous pavement with integral edge
- striped for 10.5 foot traffic lanes and 7.5 foot wide parking lanes on both sides
- 12± foot wide turf boulevards
a Eastwood Road to Long Lake Road:
- 29 foot wide bituminous pavement with integral edge
- no pavement markings
- 15.5± foot wide turf boulevards
a Mailboxes are located in south boulevard except between Red Oak Drive and Eastwood
(across from church property)
a 24 single-family homes adjacent to Right -of -Way - 14 on north side (7+7), 10 on south side
(0+10) with church located on the south side between Red Oak Drive and Eastwood Road
a No existing pedestrian or bicycle accommodations
a No parking restrictions
a 602 ADT (Average Daily Traffic) - projected 722 ADT
9 Metro Transit Bus Line route with stops at each intersection
