4 "' <br />Item No: 07F <br />Meeting Date: January 27, 2014 <br />1A0�SzIEW Type of Business: <br />Council Business <br />City of Mounds View Staff Report <br />MENEir- <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8209 Approving a Three Year Labor Agreement <br />with LELS 232 (Police Sergeants) Effective from January 1, <br />2014 through December 31, 2016 <br />Background: <br />The previous labor agreement with LELS 232 (Police Sergeants) expired at the end of <br />2013. The City and the Union have conducted a series of negotiation sessions and have <br />come to an agreement on terms for the three year period beginning January 1, 2014. <br />Incorporated into this labor agreement are the results from the Compensation Study <br />conducted by Springsted in 2013. The study determined that the sergeants were.paid <br />2.08% less than sergeants in comparable communities. <br />Discussion: The Agreement provides for the following changes: <br />Article 17: Insurance <br />The City Council has already approved an increase in the monthly insurance contribution to <br />non-union personnel of $20. The same increase would be provided to the Sergeants, <br />bringing the contribution up to $980 per month for health & dental insurance in 2014. The <br />monthly contribution in 2015 and 2016 would be tied to the increase in the premiums as <br />follows: <br />If the Health Insurance <br />Premium Increases by <br />The Maximum Monthly City <br />Contribution will increase by: <br />Less than 1 % <br />No change <br />1% to 6% <br />+$10 <br />6% to 10% <br />+$20 <br />11% to 15% <br />+$30 <br />Greater than 16% <br />+$40 <br />Article 27: Duration <br />The change here simply indicates that the agreement is for three years, effective January <br />1, 2014 through December 31, 2016. <br />
