Res. 8281, Auth. Stantec to Perform Engr. Design and Prepare Bidding Documents for Area H
Page 2
One change for the scope of work in Area H from previous project areas is to evaluate the Area I
boulevard areas for suitability to construct infiltration basins. Public Works recommending this
change in scope to ensure that the remaining stormwater volumes and areas are achieved to meet
RCWD’s requirements for the overall Program.

A geotechnical and environmental evaluation of subsurface conditions is customarily performed for any
project with land disturbing activities. These evaluations provide recommendations to be incorporated
into the engineering design of pavements, utilities, and infiltration basins. Braun Intertec Corporation
provided Public Works a fee proposal of $20,905 for this work, which includes all needed evaluations
for the Area I project. This additional scope will assist to determine suitability of infiltration basin
locations in Area I. These costs for design will not be needed next year when Area I is authorized to
begin the design phase.

Recommendation:
Public Works recommends that the City Council adopt the attached resolution authorizing Stantec
to perform engineering design services and prepare bidding documents for Area H of the Street
and Utility Improvement Program. Doing so will allow the project to stay on course for construction
next year. Funding for these services has been budgeted for 2014 under Street Improvement
Fund (485-4470-7050) for $247,771. The combined design fees of Stantec and Braun Intertec are
$154,205 ($133,300+$20,905) – well below that budgeted.

Respectfully submitted,

Nick DeBar - Public Works Director

Attachments:
Resolution 8281
Street & Utility Improvement Program Map
