<br />RMS Report <br />Aug 25, 2014 <br />Page 2 <br /> <br />E-Citations <br /> <br />The other area of electronic records to consider is our e-citation system. In April of <br />2013, the police department signed on with LETG as the provider for our e-citation <br />program. E-citations are electronic tickets created on a mobile computer, allowing the <br />officer to issue a ticket to a motorist, print off a paper copy to provide to that motorist, <br />and send this information digitally to the district court for processing. The option does <br />exist to stay with LETG for this service or to sign on for the e-citations with Zuercher. <br /> <br />Cost <br /> <br />The Ramsey County Sheriff’s Department has dedicated a large amount to fund this <br />entire RMS project and is hopeful the suburbs will also sign on. Ramsey County has <br />even agreed to front the city’s initial server related costs for this system in 2014, which <br />amounts to approximately $26,000. Thus, the city would not have to make any payment <br />to Zuercher until 2015. This payment would likely have to be re-paid to Ramsey County, <br />although this entire process continues to be evaluated with the possibility of seeing <br />further assistance from Ramsey County. <br /> <br />Currently, our police budget has the following amounts listed for the maintenance of the <br />existing RMS system with the City of St Paul: <br /> <br />2014 Budget $31,221 <br />2015 Budget (proposed estimate) $50,000 <br /> <br />LETG, Inc (E-citation annual maintenance) $ 2,720 <br /> <br />Zuercher has proposed the following figures for RMS services, which does involve <br />sharing a server with Ramsey County: <br /> <br />Zuercher RMS (with LETG Citation interface) $84,588 <br />Zuercher RMS (without LETG Interface) $74,588 <br />Future annual maintenance rate $15,915 <br /> <br />Both of these figures include a complete conversion of our existing data to the new <br />system. This is a necessary component to have in place. Without this, we would be <br />unable to access all of our old records for the past ten years. This figure alone amounts <br />to $12,500. <br /> <br />The addition of an electronic citation program from Zuercher, including the above RMS <br />services with amounts to: <br /> <br />Zuercher RMS and E-Citation $103,894 <br />Total Annual maintenance $ 20,355 <br /> <br />As a comparison, the city has received the following figures from LETG for a full RMS <br />system (see next page): <br />
