<br />RMS Report <br />Aug 25, 2014 <br />Page 3 <br /> <br />LETG, Inc RMS (does not include any data conversion) $57,966 <br />Annual Maintenance Rate $ 7,854 <br /> <br />The comparison of costs for the RMS system only is $74,588 with Zuercher and <br />$57,966 with LETG. Zuercher did include a data conversion fee of $12,500 built into <br />their total cost. It is yet unknown what LETG would charge for the data conversion or <br />whether they have the ability to do so at all. <br /> <br />There is no question more money would be required (approximately $29,000) to <br />implement a new e-citation program with Zuercher. Contrarily, we already have a <br />system in place with LETG, requiring no start-up costs. So far, our overall experience <br />with this LETG e-citation program has been somewhat less than satisfactory. This <br />current e-citation system offered by LETG does not interface with the St Paul RMS <br />system. It would be strongly recommended to have an e-citation program that allows <br />communication with the RMS system. <br /> <br />Recommendation <br /> <br />The goals of this future change in records management are to acquire a technologically <br />current system to fit the needs of our police department now and in the years to come. <br />In addition and perhaps just as critical, is to move in the direction of uniformity in <br />records management throughout Ramsey County. Staying on course with our closest <br />neighboring law enforcement agencies, specifically the Ramsey County Sheriff’s <br />Department and the New Brighton Police Department, will move us in the right direction <br />for providing the best public safety in all our communities. <br /> <br />Zuercher has requested a contract be in place by the end of August in order to prepare <br />for the work necessary for implementation in January 2015. <br /> <br />Recommendation: <br /> <br />Staff recommends two possible options for the council to consider: <br /> <br />Option 1: Approve purchase of RMS services with Zuercher Technologies at an <br />approximate cost of $84,588, to include an interface with our current E- Citation <br />provider, LETG, Inc.
