<br /> <br /> <br />RESOLUTION NO. 8292 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />APPROVING THE PURCHASE OF A RECORDS MANAGEMENT SYSTEM (RMS) <br />FROM ZUERCHER TECHNOLOGIES <br /> <br /> WHEREAS, the Mounds View Police Department has utilized a Records <br />Management System (RMS) from the City of St. Paul Police Department since 2004; <br />and <br /> <br /> WHEREAS, The St. Paul RMS has become outdated and the City of St. Paul no <br />longer intends to provide support for this system to outside agencies in 2015; and <br /> <br />WHEREAS, the Ramsey County Sheriff’s Department conducted research and a <br />selection process to select a new vendor to provide RMS services for their agency and <br />other suburban agencies; and <br /> <br />WHEREAS , presently the Ramsey County Sheriff’s Department as well as the cities <br />of New Brighton and Maplewood intend to contract with Zuercher for RMS services; and <br /> <br />WHEREAS, The Ramsey County Sheriff’s Department has offered to house the <br />necessary computer servers and also to “front” any initial costs the city of Mounds View <br />would be responsible for in 2014 if Zuercher is chosen; and <br /> <br />WHEREAS, a critical goal of uniformity, standardization and information sharing <br />is a top priority for law enforcement and using Zuercher for RMS is a significant step in <br />achieving that goal; and <br /> <br />WHEREAS, this change in RMS will coincide with the upcoming change in a <br />Computer Aided Dispatch (CAD) system scheduled for implementation in January 2015; <br />and <br /> <br />WHEREAS, the current provider of e-citation systems for the Mounds View Police <br />Department is LETG, Inc; and <br /> <br />WHEREAS, Zuercher Technologies also provides e-citation services as an available <br />option with their RMS system; and <br /> <br />WHEREAS, Zuercher has provided a proposal of $84,588 to purchase the RMS <br />system and provide an interface for the LETG e-citation program along with future annual <br />maintenance of $15,915; and <br /> <br />WHEREAS, Zuercher has also provided a cost proposal for the RMS system along <br />with their e-citation program for a total cost of $103,894 with future annual maintenance of <br />$20,355. <br /> <br />
