Mounds View City Council August 11, 2014 <br />Regular Meeting Page 3 <br /> <br />request was reasonable. 1 <br /> 2 <br />Mr. Harstad agreed to the Council’s request and gave the Council his word that he would return 3 <br />the road to its current condition. 4 <br /> 5 <br />Mayor Flaherty appreciated Mr. Harstad’s agreement. He asked staff if the $50,000 street 6 <br />guarantee would cover the City’s expense to replace the roadway in a worst case scenario 7 <br />situation. 8 <br /> 9 <br />Public Works Director DeBar believed $50,000 would cover the restoration of the roadway. 10 <br /> 11 <br />MOTION/SECOND: Mueller/Meehlhause. To Approve the Amended Developer’s Agreement 12 <br />for Longview Estates, reducing the street letter of credit to $50,000 and reducing the site 13 <br />restoration surety to $5,000. 14 <br /> 15 <br /> Ayes – 5 Nays – 0 Motion carried. 16 <br /> 17 <br />Mr. Harstad discussed the trucks that were being used for the excavation process. He requested 18 <br />that the Council support the use of belly dumpers for the back hauling of black dirt. He 19 <br />explained this would be a cleaner option for the City, the neighborhood and its streets. 20 <br /> 21 <br />Council Member Gunn supported this request due to the fact it would preserve the street 22 <br />cleanliness. 23 <br /> 24 <br />Council Member Mueller stated if Mr. Harstad found that slop would have to be removed from 25 <br />the site, that he inform the City and that belly dumpers be used only for this portion of the 26 <br />project. She questioned how long the excavation project would take. 27 <br /> 28 <br />Mr. Harstad stated that was his intention and was hoping to have all trucks off the street before 29 <br />school begins in September. 30 <br /> 31 <br />Council Member Mueller asked how long the boulder wall would take to complete. Mr. Harstad 32 <br />estimated that the boulder wall would take a week to complete. 33 <br /> 34 <br />Council Member Mueller supported the use of belly dumper trucks for the excavation project. 35 <br /> 36 <br />Council Member Hull and Council Member Meehlhause agreed. 37 <br /> 38 <br />Mayor Flaherty supported this as well. 39 <br /> 40 <br />B. First Reading of Ordinance 890, Amending Section 701.04, Subd. 8a of the 41 <br />Mounds View City Code, Revising Kennel Licensing Requirements. 42 <br /> 43 <br />City Administrator Ericson stated that the Council has discussed the kennel licensing 44 <br />requirements in work session.
