He stated this was sometimes 2 <br />problematic for homeowners. For this reason, staff was recommending an individual be required 3 <br />to have a public hearing instead. This would allow the final decision to rest with the City 4 <br />Council and not the applicant’s neighbors. He noted the kennel licensing fee would be adjusted 5 <br />to cover the expense of publicizing a public hearing. Staff discussed the proposed amendments 6 <br />and recommended the Council introduce the Ordinance. 7 <br /> 8 <br />Council Member Meehlhause believed this was a fair approach and supported the proposed 9 <br />Ordinance amendments. 10 <br /> 11 <br />Council Member Mueller supported the Ordinance. 12 <br /> 13 <br />MOTION/SECOND: Mueller/Meehlhause. Resolution 8288, Calling a Public Hearing on the Issuance of a Revenue Note 20 <br />and Providing Preliminary Approval to the Proposed Issuance of the 21 <br />Revenue Note. 22 <br /> 23 <br />Finance Director Beer requested the Council call a Public Hearing for the issuance of a revenue 24 <br />note for a project in the City of Minneapolis and provide preliminary approval for the proposed 25 <br />issuance of the revenue note. He discussed the City’s portion of the project noting Mounds View 26 <br />would be pledging $4 million. It was noted all costs associated with the bonds would be paid by 27 <br />the borrower. Staff noted the City would be paid 1% for managing the bonds. 28 <br /> 29 <br />MOTION/SECOND: Mueller/Gunn. Resolution 8289, Approving a Construction Contract with Allied Blacktop 36 <br />Company for the 2014 Trails & Parking Lot Pavement Maintenance Project. 37 <br /> 38 <br />Project Coordinator Stenglein stated the City has a pavement maintenance program, which 39 <br />includes trails and parking lots. He discussed the recent bidding process for the 2014 trails and 40 <br />parking lot pavement project and indicated Allied Blacktop submitted the only bid in the amount 41 <br />of $23,630, which was within the City’s budget for this project. He requested the Council 42 <br />approve a construction contract with Allied Blacktop Company for the 2014 Trails & Parking Lot 43 <br />Pavement Maintenance Project. 44 <br /> 45
