COUNCIL BUSINESS 2 <br />A. 7:00 p.m. Public Hearing – Resolution 8304, Consideration of a Conditional 3 <br />Use Permit for a 150-foot tall Cell Tower at Dell-Comm, 4860 Mustang 4 <br />Circle. 5 <br /> 6 <br />Planning Associate Heller explained the applicant and property owner, FAC Holdings (Dell-7 <br />Comm is the business operating here), is requesting approval of a conditional use permit to 8 <br />construct a 150 foot cell tower on their property at 4860 Mustang Circle. Dell-Comm designs, 9 <br />furnishes and installs telecommunications systems, applications and services. Dell-Comm has 10 <br />been in business since 1990 and do infrastructure cabling, fiber optic cabling, outside plant 11 <br />cabling, security solutions and telephone systems. She explained the Planning Commission 12 <br />reviewed this item on September 17th and recommended approval of the request. 13 <br /> 14 <br />Acting Mayor Mueller opened the public hearing at 7:15 p.m. 15 <br /> 16 <br />Jim Frykels, Dell-Comm representative, explained that Dell-Comm has been a part of Mounds 17 <br />View since 1977. He reported that several cell vendors would be approached to co-locate on 18 <br />their 150-foot tower. 19 <br /> 20 <br />Hearing no further public input, Acting Mayor Mueller closed the public hearing at 7:17 p.m. 21 <br /> 22 <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8304, 23 <br />Consideration of a Conditional Use Permit for a 150-foot tall Cell Tower at Dell-Comm, 4860 24 <br />Mustang Circle. 25 <br /> 26 <br /> Ayes – 3 Nays – 0 Motion carried. 27 <br /> 28 <br />B. 7:00 p.m. Public Hearing – Resolution 8305, Consideration of a Preliminary 29 <br />Plat for 2205 Woodale Drive, Multi-Tech Systems. 30 <br /> 31 <br />Planning Associate Heller indicated parcels at 2205 Woodale Drive were being proposed to be 32 <br />subdivided. The subdivision would be creating three different lots from the existing three lots in 33 <br />order to sell the west 6.5 acres to Build to Suit, Inc. who will be constructing a new building for 34 <br />BioLife Plasma Services. She stated Multi-Tech Systems, Inc. currently owns three parcels that 35 <br />total 17-acres. One parcel contains their building and part of the parking lot, another has a 36 <br />stormwater pond, and the third has the remainder of their parking lot and about six acres of 37 <br />vacant land. All three properties are zoned PUD, Planned Unit Development. 38 <br /> 39 <br />Planning Associate Heller explained the proposed subdivision is essentially shifting lot lines 40 <br />within the same 17 acres. The new lot lines would put Multi-Tech’s building, parking lot and 41 <br />stormwater pond together onto one parcel, then create two new lots where the vacant land is: the 42 <br />south lot is for the new BioLife building, and the other lot would remain vacant until sold for 43 <br />further development.
