Item No: 7C <br />Meeting Date: November 24, 2013 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 8328, Approving a Non-Standard Street Design and <br />Parking Restrictions for Ardan Avenue Between Spring Lake Road <br />and Red Oak Drive <br /> <br />Background: <br />The Street and Utilities Task Force developed street standards for use in the Street and Utility <br />Improvement Program (Program). Engineering staff and the Streets and Utilities Committee both <br />review and provide recommendations to the City Council for non-standard street and financing <br />issues encountered during implementation of the Program. All streets in the Program between 26 <br />and 32 feet wide are reconstructed to the “standard” street width of 28-feet wide (measured from <br />the face to face of vertical curbing). Non-standard streets are those outside of this range and <br />streets designated on the Municipal State Aid System (MSAS) that receive state aid funds for <br />maintenance and construction. In addition to non-standard street widths and lane configurations, <br />streets in the Program that are designated for future sidewalk or trailways (as shown in the <br />Comprehensive Plan map) are also evaluated and recommended for these pedestrian/bicycle <br />accommodations. <br /> <br />The City’s engineering staff and its consultant (Stantec) are currently in the design phase for the <br />Area H project. Ardan Avenue between Spring Lake Road and Red Oak Drive is one of two non- <br />standard streets in the Area H project due to its MSAS status and inclusion on the Trails and <br />Sidewalk Plan in the 2008 Comprehensive Plan. Last year as part of the Area G design process, <br />this section of Ardan Avenue was included in the public input process to provide a consistent <br />street design between the Area G and H segments. Area H properties were again invited to a <br />public information meeting this year on October 20 to discuss the street design (notice attached). <br /> <br />The staff report for Item No. 7D (Groveland Road Non-Standard Street Design) has additional <br />background and detail related to the Program, MSAS streets, and Trailway System. <br /> <br />Discussion: <br />Ardan Avenue has the following existing conditions: <br />• Typical 50 foot wide Right-of-Way between Spring Lake Road and Knollwood Drive <br />• Typical 60 foot wide Right-of-Way between Knollwood Drive and Red Oak Drive <br />• 37 foot wide bituminous pavement with integral edge curbing <br />• 11 foot lanes with 7.5’ parking lanes on both sides <br />• 11± foot wide turf boulevards on the north side <br />• 8± foot wide turf boulevards on the south side <br />• mailboxes are located in south boulevard <br />• 25 single-family homes adjacent to Right-of-Way - 9 on north side, 16 on south side <br />• No designated existing pedestrian or bicycle accommodations <br />• No parking restrictions <br />• 495 ADT (Average Daily Traffic) (projected 743 ADT) <br />• Metropolitan Transit Bus Line route with stops at each intersection <br /> <br />
