Mounds View City Council October 13, 2014 <br />Regular Meeting Page 2 <br /> <br />Levy for Delinquent Public Utility Accounts. 1 <br /> 2 <br />Finance Director Beer requested the Council adopt a special assessment levy for delinquent 3 <br />public utility accounts with Ramsey County. He explained a $35 administrative fee that would 4 <br />be charged to each account. It was noted the assessments would be levied for one year and 5 <br />would have an interest rate of 5.5%. 6 <br /> 7 <br />Mayor Flaherty opened the public hearing at 7:22 p.m. 8 <br /> 9 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:22 p.m. 10 <br /> 11 <br />Council Member Mueller stated 154 properties were on the list of delinquent accounts. She 12 <br />questioned how these properties were notified of the City’s actions. Finance Director Beer stated 13 <br />a letter was sent from the City to each property owner via first class mail, in addition to receiving 14 <br />their quarterly utility bill. 15 <br /> 16 <br />Council Member Meehlhause asked if the City or the County received the interest. Finance 17 <br />Director Beer explained that the City received all of the interest on these accounts once certified 18 <br />with the County. He reported that the City now had automatic bill pay for residents that wanted 19 <br />to take advantage of this service to pay their utility bills. 20 <br /> 21 <br />MOTION/SECOND: Hull/Mueller. To Waive the Reading and Adopt Resolution 8310, 22 <br />Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. 23 <br /> 24 <br /> Ayes – 5 Nays – 0 Motion carried. 25 <br /> 26 <br />B. 7:00 p.m. Public Hearing, Resolution 8311, Adopting a Special Assessment 27 <br />Levy on Unpaid Administrative Offence Charges and Unpaid Property 28 <br />Abatement Charges. 29 <br /> 30 <br />Finance Director Beer requested the Council adopt a special assessment levy for unpaid 31 <br />administrative offences and for unpaid property abatement charges. He reported these property 32 <br />owners have been notified and would be charged a $35 administrative fee if not paid in the next 33 <br />30 days. 34 <br /> 35 <br />Mayor Flaherty opened the public hearing at 7:30 p.m. 36 <br /> 37 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:30 p.m. 38 <br /> 39 <br />MOTION/SECOND: Gunn/Meehlhause.
