Item No: 8G <br />Meeting Date: December 8, 2014 <br />Type of Business: Consent Agenda <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Director of Public Works <br />Item Title/Subject: Resolution 8344, Authorizing Metro Elevator, Inc. to Repair City Hall <br />Elevator <br /> <br />Background/Discussion: <br />Damage occurred to the City Hall elevator recently when the sump pump station located in the <br />basement failed, causing water to back up in the elevator pit. The elevator pit extends <br />approximately 4 to 5 feet below the basement floor elevation and contains a floor drain to allow <br />any ground water to drain to the sump pump station. Fortunately, the sump pump wet water level <br />did not exceed the basement floor elevation – which would have created water to spill across the <br />basement floor. <br /> <br />Ground water around the City Hall foundation is collected into perforated pipes and delivered to <br />the sump pump wet well to be sent to the storm sewer. These pumps work very hard and water is <br />constantly being collected in the sump wet well. The sump pumps were plugged with sand and <br />rocks that enter the three pipe inlets which are not sealed to the sump pump wet well structure. <br />The ground water pulls soils into the sump when the water table is high. A high level alarm that is <br />audible and calls out an emergency number malfunctioned so Public Works was not aware of the <br />high water level in the sump pump wet well until sometime later. <br /> <br />Unfortunately, the elevator pit contains mechanical and electrical components that were flooded. <br />The elevator ram and other components were contaminated and the elevator was put out of <br />service by the state inspector until the components can be evaluated and repaired. Public Works <br />received two quote proposals ranging from $12,756 to $22,306 from qualified elevator contractors <br />to make the necessary repairs. <br /> <br />The quote proposals were reviewed and discussed with the City Council at their November 24, <br />2014 meeting. At that time, the City Council indicated support to repair the elevator. The repair <br />will not occur until sometime in early 2015. A copy of the quote proposal is attached for reference. <br /> <br />Recommendation: <br />Public Works recommends that the City Council adopt the attached resolution to authorize Metro <br />Elevator, Inc. to repair the City Hall elevator for a contract price of $12,756. A down payment of <br />25%, or $3,189, is required at the time of scheduling the repair. A contingency of 10%, or $1,275, <br />is also recommended to address additional unknown costs that found during the repair.
