Item No: 7H
Meeting Date: December 8, 2014
Type of Business: Council Business
Administrator Review: ____

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Don Peterson, Public Works Supervisor
Item Title/Subject: Resolution 8343, Approval of the purchase of a 2-Post Rotary TL07
Surface Mounted Electric-Hydraulic Lift

Revised as of 12/08/2014, at 1:45pm

Background:
Public Works Department maintenance program includes performing preventative maintenance
along with any unexpected repairs on mowers and smaller motorized equipment.

To perform this work, employees are required to get under the equipment and this is done by
utilizing a floor jack and placing additional portable jack stands to help support the piece of
equipment. This procedure allows for the employee to use a “creeper” or to lay on the floor in order
to perform the necessary repair(s). Using this method to raise the equipment is not safe nor is best
practice and it does put an employee(s) in a potentially dangerous situation.

Discussion:
Staff has reviewed alternate options best suited to perform this type of work and at the same time
keep employees safe:
• Purchasing adapter kits to fit the current hoist. These kits are cumbersome and difficult to
convert from a standard hoist to a turf vehicle lift.
• Replacing the current hoist with one that would be versatile for all applications. This option
was too costly and the current building design cannot adequately accommodate this type of
structure.

Staff received (3) quotes for a 2-post surface mounted electric over hydraulic operation turf lift.

Staff received a quote from Pump and Meter out of Hopkins MN, for a 2-post Rotary TL07 surface
mounted lift, electric over hydraulic operation for the cost of $5,148.89. Adding freight and
installation the total cost is $6,050.10.

This lift is in the 2014 Budget in account 100-4465-7030, budgeted at $6,000.00. Although the
actual amount exceeds the budget amount by $50.00 there is adequate balance to cover this
difference.

Recommendation:
Staff recommends that the City Council approve Resolution 8343 and award the purchase of the a
Rotary TL07 2-post surface mounted lift from Pump and Meter Service Inc. of Hopkins, MN for a
total cost of $6,050.10, including freight and installation.

Staff is also recommending a contingency of 10% or $605.00 for any unforeseen electrical work or
other costs that may be required for installation to be funded from account 100-4460-5110.

Respectfully submitted,

Don Peterson, Public Works Supervisor
