May 6, 2013 - City Council Work Session
Item 4 -County Road 10
City staff recently requested quotes for both a retrofit and/or a new message board base
and sign. The existing sign is almost fourteen years old. It is located along the northeast
corner of County Road 10 and Edgewood Drive. The sign is used to communicate Mounds
View events and announcements to passersby. The City Council will consider quotes fora
new sign at the Tuesday, May 28th Council meeting.
Trash Pickup
The Mounds View Lions Club picks up trash along the corridor twice per year through
Ramsey County's formerAdopt-a-Highway program. They are not allowed to pickup trash
in the median. The Lions will be doing another trash pickup sometime in May 2013.
In addition, Mounds View Public Works will request to subcontract with Shoreview Public
Works for another trash pickup using the State of Minnesota's Department of Corrections'
Institution Community Work Crew Program.
Renaming the Corridor — Partnering with Ramsey County
The City Council's 2013 Priority Statement includes the following action step: "Partnerwith
MnDOT and Ramsey County to effectuate the naming of the County Highway 10 corridor
as "Northtown Boulevard".
City staff recently inquired with Ramsey County on their willingness to replace the road
signs along County Road 10 in Mounds View to reflect a new name (Northtown Boulevard).
The County engineer estimated a cost of $12,000 to replace the County signs. This does
not include the replacement of MnDOT signs on 35W and elsewhere.
Targeted Property Acquisition — 2394 County Road 10
The City Council's 2013 Priority Statement includes the following action step: "Consider
targeted property acquisitions on a case-by-case basis to eliminate blight and to encourage
redevelopment and land assembly'.
The former Taiko Japanese restaurant, located at 2394 County Road 10, is in foreclosure.
The Ramsey County Sheriff's sale occurred on January 4, 2013. The property will revert
back to US Bank when the redemption period expires on July 5, 2013.
The EDA owns the adjacent parcel (2390 County Road 10), which was the former Premium
Stop gas station. Combining the EDA -owned parcel with the former Taiko parcel would
create a 1.76 -acre lot. Both parcels are part of the City's "Premium Stop Redevelopment
Area'.
The EDC discussed the former Taiko parcel in February and April. On April 19th, the EDC
recommended that the EDA consider purchasing 2394 County Road 10 at an appropriate
price.
Respectfully submitted,
/A_Z-
Heidi Steinmetz, Economic Development Specialist
