Res. 7905, Approve Bid Documents and Authorize Advertisement for Bids for Area E <br />Page 2 <br />An executive summary for the design phase has been prepared by Stantec and is attached to <br />this report for Council review. Also attached is a general layout of the project area showing <br />infiltration basin locations. The Rice Creek Watershed District (RCWD) permit for the project <br />was given conditional approval pending review of corrections (CAPROC) at their board <br />meeting on February 22, 2012. In addition, the plans and specifications were sent to MnDOT <br />for review of State Aid compliance related to Sunnyside Road. Stantec has estimated the cost <br />for constructing Area E at $3,387,600, compared to $3,444,253 budgeted for in the Capital <br />Improvement Program (CIP). <br /> <br />The next stage of project development of Area E is the bid phase. This involves advertising <br />the project, distributing plans and specifications, answering and issuing clarifications for <br />bidding requirements, soliciting bid proposals, reviewing and tabulating bids received, and <br />making a recommendation for award for the construction phase. Stantec has provided an <br />estimated maximum fee for $7,300 to assist the City during the bid phase (hourly plus <br />reimbursable expenses). The attached resolution also would authorize Stantec to perform <br />these services. <br /> <br />If the attached resolution is adopted, bidding documents will be finalized and the project <br />advertised in the official City newspaper (Sun Focus) and a regional trade publication <br />(Finance and Commerce) for a minimum of three weeks (see Stantec letter for schedule). <br />MnDOT approval is expected prior to distribution of the plans and specifications. A bid <br />opening date of March 29, 2012 is proposed, with Council consideration for awarding <br />construction on April 9, 2012. Construction would then be expected to begin sometime in <br />early May 2012. <br /> <br /> <br />Recommendation: <br />Staff recommends that the City Council adopt the attached resolution approving bidding <br />documents and authorizing advertisement for bids for the 2012 Street and Utility Improvement <br />Project – Area E.
