<br />Item No: 07C <br />Meeting Date: March 12, 2012 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Desaree Crane, Assistant City Administrator <br /> <br /> Item Title/Subject: Resolution 7911, Approving Reestablishment of Precinct <br />Boundaries <br /> <br />Background: <br /> <br />Redistricting is the process of redrawing boundaries of election districts. This is done after <br />the completion of the decennial Census. The voters who live in each district then elect <br />individuals to represent the people of the district in a legislative or other governing body. <br />The purpose of redistricting is to ensure that the people in each district are equally <br />represented. <br /> <br />In Minnesota, the state legislature has responsibility for redistricting congressional, <br />legislative, and Metropolitan Council districts. County boards are responsible for <br />redistricting county commissioner districts, city council for redistricting city wards, and <br />school boards for redistricting board member districts. Cities are responsible to establish <br />(or reestablish) their precinct boundaries as part of the redistricting process. <br /> <br /> <br />Discussion: <br /> <br />Minnesota Statute §204B.14, subd. 3, requires each city to establish (or reestablish) its <br />precinct boundaries no later than nineteen (19) weeks before the 2012 state primary. <br />Ramsey County Elections recommends no adjustments to the City’s current precinct <br />boundary lines. Attached is the City’s precinct map and Resolution 7911, reestablishing <br />the City’s precinct boundaries. After adoption of Resolution 7911, Staff will forward the <br />resolution and precinct map to the Ramsey County Elections Office and the Minnesota <br />Secretary of State. In addition, Staff will also post this resolution, along with the City’s <br />precinct map on the City’s website and bulletin board. On election day, the Mounds View <br />Community Center will continue to be the polling place for all four (4) precincts. State <br />Primary Election is scheduled on August 14, 2012, and the General Election is scheduled <br />on November 6, 2012. <br /> <br />Recommendation: <br /> <br />Staff recommends approval and adoption of Resolution 7911. <br /> <br />Respectfully Submitted, <br /> <br />__________________________ <br />Desaree Crane
