Res. 7915, Awarding Contract to Odland Protective Coatings for 2012 Water Tower Reconditioning <br />March 12, 2012 <br />Page 2 <br />City staff and KLM Engineering recommend awarding the project to Odland for the late <br />season project schedule (Schedule B). The reconditioning work to be performed will not <br />interfere with any activities associated in the tower vicinity, including Festival in the Park, <br />but the temporary relocation of the antennas from the tower will consume some open space <br />around the tower. Public Works staff did discuss the extent of this encroachment with the <br />Festival Committee last year, and it appeared that Festival layout revisions could work. <br /> <br />The adopted 2012 Budget includes $700,000 under the Water Enterprise Fund (700-4823- <br />7050) for this project. KLM has provided an hourly fee estimate of $50,000 for performing <br />construction inspection and testing services during construction, bringing the estimated <br />project cost to just under $500,000. City engineering staff will perform construction <br />administration for the project, which reduces total consultant fees for the project by <br />approximately $50,000. A construction contingency of 10%, or $45,000, is also <br />recommended in the event that unknowns are discovered during construction, whereby <br />allowing staff to act quickly to address these issues in an expedient manner. Any use of <br />contingencies will need pre-approval by the Public Works Director. <br /> <br />Recommendation: <br />City staff recommends that the City Council adopt the attached resolution awarding a <br />construction contract to Odland Protective Coatings, Inc. for the full reconditioning of the <br />elevated 500,000-gallon water tower. The resolution will also authorize KLM to perform <br />construction inspection and testing services.
