Upon satisfactory review by the City Attorney, the Mayor and City Administrator are <br />hereby authorized and directed, for and on behalf of the City, to execute and enter <br />the construction contract with Odland Protective Coatings, Inc. <br />4. KLM Engineering , Inc. is authorized to provide construction inspection and testing <br />services for the Project on an hourly plus reimbursable basis up to $50,000. <br />5.
