<br />Item No: 08D <br />Meeting Date: March 12, 2012 <br />Type of Business: Consent <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 7909, Approving the 2012 – 2013 Public Works <br />Collective Bargaining Unit Labor Agreement <br /> <br />Background: <br /> <br />The Public Works Collective Bargaining Unit approved the 2012-2013 Labor Agreement. <br />The terms of the Agreement (attached) are consistent with the terms discussed by Staff <br />and the City Council. While many housekeeping and definitional changes were made to <br />the agreement (such as clarifying Standby Duty and removing a majority of the job <br />description requirements), very few revisions were of consequence. Those that were are <br />summarized below. The wages and insurance amounts are consistent with what was <br />provided to non-union employees and what was offered to the LELS groups. <br /> <br />Discussion: <br /> <br />The Agreement provides for the following: <br /> <br />1. Wages: 2012: 1.5% 2013: 1.5% <br /> <br />2. Insurance: 2012: $917.33 <br /> <br /> Refer to the table for 2013 rates: <br /> <br />Health Insurance <br />Premium Increase <br />Maximum Monthly <br />EMPLOYER Contribution <br />Less than 1% $917.33 <br />1% to 5% $930 <br />6% to 10% $940 <br />11% to 15% $950 <br />Greater than 16% $960 <br /> <br />3. Pre-shift Pay: <br /> <br />The Agreement provides for a preshift pay of $7 per hour more when called in <br />BEFORE one’s scheduled shift. The maximum allowance was $21. This was <br />increased to $28 (four hours early) but in return, the right to work to the end of one’s <br />scheduled shift was capped at 12 hours. Any work beyond 12 hours would require <br />supervisor approval. (Note: For every hour of overtime earned, a preshift hour of <br />pay is eliminated.) <br /> <br />
