<br />Item No: 07F <br />Meeting Date: March 26, 2012 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 7918 Approving a Three Year Labor Agreement <br />with LELS 204 (Patrol Officers and Investigators) Effective from <br />January 1, 2011 through December 31, 2013 <br /> <br />Background: <br /> <br />The previous labor agreement with LELS 204 (Patrol officers and Investigators) expired at <br />the end of 2010. The City and the Union have conducted a series of negotiation sessions <br />subsequent to the expiration of the last contract. Late last year the two sides had the <br />foundations of a new agreement in place, pending final language pertaining to insurance <br />renewals and the Retirement Health Savings Plan (RHSP). This language and the rest of <br />the agreement was reviewed by both parties and found to be acceptable. <br /> <br />Discussion: The Agreement provides for the following changes: <br /> <br />Article 17: Insurance <br /> <br />The monthly contribution for health & dental insurance is as follows: <br /> <br /> 2011: $867.33 (No change from previous year) <br /> 2012: $917.33 <br /> 2013: (Refer to table) <br /> <br />The 2013 contribution will be based on the rate at which the insurance premium increases <br />for that year. If there is no change to the premium, the contribution remains the same. <br /> <br />Health Insurance <br />Premium Increase <br />Maximum Monthly <br />EMPLOYER Contribution <br />Less than 1% $917.33 <br />1% to 5% $930 <br />6% to 10% $940 <br />11% to 15% $950 <br />Greater than 16% $960 <br /> <br /> <br />Article 20: Uniform Reimbursement <br /> <br />No change to this language. In return for no increase in the uniform stipend, there is no <br />change in how the stipend is paid out. <br /> <br /> <br />
