<br />Item No: 07B <br />Meeting Date: May 29, 2012 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Continued Public Hearing, Resolution 7940, an On-Sale Intoxicating <br />Liquor License for El Loro Mexican Restaurant located at 2535 <br />County Highway 10 <br /> <br /> <br />Background: <br /> <br />In accordance with Chapter 502 of the Mounds View City Code, a public hearing is required for all <br />liquor licenses. This public hearing was originally scheduled on May 14th, but the public hearing <br />needed to be continued to this meeting because Staff did not receive liquor license application <br />materials before the May 7th deadline. Staff received all required liquor application materials and fees <br />on the afternoon of May 14th. The owner of EL Loro was notified that the public hearing was postponed <br />to this meeting. <br /> <br /> <br />Discussion: <br /> <br />The notice of this public hearing was sent out to residences within a 350 feet radius, and the Notice of <br />Public Hearing was published in the City’s official newspaper. Property taxes on this property are <br />current. <br /> <br />El Loro submitted all required City liquor license application materials and fees. The following <br />investigations and inspections have been conducted to determine whether there is cause for the City to <br />deny the applications: <br /> <br />Police Inquiry and Investigations <br />Mounds View Police Department has given a satisfactory report for El Loro. Staff has also received a <br />satisfactory criminal background check from the Minnesota Department of Criminal Apprehension. <br /> <br />City Billing <br />Finance Department has issued a satisfactory report for 2535 County Highway 10. <br /> <br />Fire Inspection (Mounds View Fire Marshal) <br />The City’s Fire Marshal has issued a satisfactory report. <br /> <br />Recommendation: <br /> <br />Staff recommends approving Resolution 7940, approving an On-Sale Intoxicating Liquor for El Loro <br />Mexican Restaurant located at 2535 County Highway 10 in Mounds View.
