Item No: 07G Meeting Date: May 29,2012 Type of Business: Council Business Administrator Review: ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Don Peterson, Public Works Supervisor Item Title/Subject: Resolution 7954, Approval of purchase of software upgrade for WinCan computer program Background: The Public Works Department has many responsibilities and one is to efficiently maintain the infrastructure within the sanitary and storm sewer for the City. The City has invested a tremendous amount of money for sanitary and storm sewer infrastructure. The Public Works Department inspects these lines and structures for any recommendation of repairs or replacement. In conjunction with inspection is televising, all is performed continually in sections of the City so that all of the lines are on a 5 year rotation or sooner if problems arise. The original proprietary software system, WinCan, was purchased in 2004 and has not had a software update. By upgrading to the newer version of the software program, the City will benefit from more versatility including, but not limited to, analyzing the inspection at a later date and editing the initial report if needed Discussion: Staff solicited two quotes for the televising software upgrade. The lowest quote is from Flexible Pipe Tool Company for the following items: • Software upgrade to the WinCan mobile package for $2,000.00. • WInCan Office Package for $2,800.00 • WinCan Analysis Module for $2,200.00. Recommendation: Staff recommends purchasing the WinCam software upgrade from Flexible Pipe Tool Company in the amount of $7,000.00 not including freight or sales tax. Staff is also recommending a 5% contingency not to exceed $350.00 for any unforeseen incidentals that may occur. $8,500.00 is currently budgeted in the Sanitary Sewer Department fund of 730-4823-7030.
