Mounds View City Council May 14, 2012 <br />Regular Meeting Page 4 <br /> <br />Intoxicating Liquor License for ABC Liquor located at 2840 County Highway 10 until Tuesday, 1 <br />May 29, 2012. 2 <br /> 3 <br /> Ayes – 5 Nays – 0 Motion carried. 4 <br /> 5 <br />Mayor Flaherty expressed frustration with the liquor license holders in the City of Mounds View. 6 <br />He questioned how much time the business owners had to return their application and fees before 7 <br />this evening’s meeting. Assistant City Administrator Crane indicated the applications were sent 8 <br />out certified mail in April, which gave the business owners 30+ days to complete the paperwork 9 <br />and return the documents to the City. 10 <br /> 11 <br />Mayor Flaherty thanked the owners that properly completed their paperwork and encouraged the 12 <br />other liquor license holders to do their due diligence to keep their licenses in compliance with all 13 <br />City Code requirements. He suggested there be a fine or fee for those not working with the City 14 <br />Staff and the suggested deadline. City Administrator Ericson stated there was a penalty and the 15 <br />liquor license would lapse if no action was taken by the business owner. He stated the Council 16 <br />could investigate a 10% penalty for those missing the established deadlines. 17 <br /> 18 <br />E. 7:25 p.m. Public Hearing, Resolution 7942, Consider Approval of an Off Sale 19 <br />Intoxicating Liquor License for Vino & Stogie’s located at 2345 County Road 20 <br />H2. 21 <br /> 22 <br />Assistant City Administrator Crane stated this was a public hearing for Vino & Stogie’s off sale 23 <br />intoxicating liquor license. Proper notice was sent out by the City to surrounding properties 24 <br />within 300 feet of Vino & Stogie’s and published in the City’s official newspaper. She indicated 25 <br />property taxes were current, along with all City utilities and the Mounds View Police and Fire 26 <br />Department issued a satisfactory report. The City had not yet received the criminal background 27 <br />check. Staff recommended approval of the off sale intoxicating liquor license pending receipt of 28 <br />a satisfactory criminal background check. If approved, the liquor license would be in effect from 29 <br />July 1, 2012 through June 30, 2013. 30 <br /> 31 <br />Mayor Flaherty opened the public hearing at 7:29 p.m. 32 <br /> 33 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:29 p.m. 34 <br /> 35 <br />MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 7942, Consider 36 <br />Approval of an Off Sale Intoxicating Liquor License for Vino & Stogie’s located at 2345 County 37 <br />Road H2, contingent upon the receipt of a satisfactory criminal background check. 38 <br /> 39 <br /> Ayes – 5 Nays – 0 Motion carried. 40 <br /> 41 <br />F. 7:30 p.m. Public Hearing, Resolution 7943, Consider Approval of an Off Sale 42 <br />Intoxicating Liquor License for Big Top Liquor located at 2577 County 43 <br />Highway 10. 44 <br /> 45
