Mounds View City Council May 14, 2012
Regular Meeting Page 11

He suggested additional TIF be placed into the City’s streets to reduce the tax burden on the 1
residents. 2
3
Ayes – 4 Nays – 1 (Stigney) Motion carried. 4
5
N. Resolution 7934, Approving Bid Documents and Authorizing Advertisement 6
for Bids for 2012 Sanitary Sewer Slip Lining Project. 7
8
Public Works Director DeBar stated the majority of the City’s 44 miles of sanitary sewer was 9
built out of clay and concrete pipe. The system was built in the 1960’s and early 1970’s. The 8” 10
clay pipe was aging and in need of replacement. He stated the City was working to improve the 11
system to eliminate infiltration and unnecessary treatment expenses. City Staff has been 12
televising trunk sewers for deficiencies and have made a priority list for repairs and pipe 13
replacements. 14
15
Public Works Director DeBar stated Area E line concerns would be addressed this year through 16
the Street and Utility Improvement Project. He discussed the slip lining process further with the 17
Council and recommended approval of the bid documents and to authorize advertisement for bid. 18
He indicated the City had $125,000 budgeted for 2012 for this project. These funds would 19
complete one-half to one mile of sewer pipe in the City. 20
21
MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Adopt Resolution 7934, 22
Approving Bid Documents and Authorizing Advertisement for Bids for the 2012 Sanitary Sewer 23
Slip Lining Project. 24
25
Ayes – 5 Nays – 0 Motion carried. 26
27
O. Resolution 7935, Authorizing Stantec to Perform Preliminary Design 28
Services for County Road H Sidewalk Project. 29
30
Public Works Director DeBar stated the City has been pursuing improvements to the trailway and 31
sidewalk system in the community. This provided regional connections while also making the 32
community more walkable. The City’s master trailway map was recently updated in 2008. He 33
commented the Public Works Department suggested a sidewalk along north side of County Road 34
H as it would create a great trail connection. The Park Commission agreed with this option. 35
36
Public Works Director DeBar indicated the sidewalk was not included in the Area E Street 37
Improvement Project but would affect seven streets in Area E and the curb cuts could be 38
completed as needed. He requested the Council authorize Stantec to perform preliminary design 39
services for a sidewalk along County Road H. 40
41
Council Member Mueller asked for further clarification on the location of the sidewalk. Public 42
Works Director DeBar reviewed a map with the Council pointing out the proposed location along 43
County Road H. The connection would create a contiguous trail from Fridley city limits to 35W. 44
45
