Mounds View City Council May 14, 2012 <br />Regular Meeting Page 12 <br /> <br />Council Member Mueller questioned what funds were being requested at this time. Public 1 <br />Works Director DeBar explained Staff was requesting funds to cover the expense of the 2 <br />preliminary design of the sidewalk along County Road H. 3 <br /> 4 <br />Council Member Mueller inquired if the City had funds available to cover the expense of the 5 <br />actual sidewalk. Public Works Director DeBar indicated the City had funds available in a 6 <br />sidewalk maintenance fund to complete the connection. He reiterated that no decision was being 7 <br />made on the sidewalk this evening. 8 <br /> 9 <br />Mayor Flaherty stated a sidewalk was located on the south side of County Road H in New 10 <br />Brighton. He questioned if there was another location that would be more advantageous if this 11 <br />sidewalk was deemed unfeasible. He proposed a sidewalk along Ardan. 12 <br /> 13 <br />Council Member Mueller commented this roadway was wide enough to provide a trail along the 14 <br />shoulder. 15 <br /> 16 <br />Council Member Gunn was in favor of this sidewalk connection as it would provide additional 17 <br />safety to the children walking to and from school. 18 <br /> 19 <br />Mayor Flaherty expressed concern with the speed at which children are traveling along the 20 <br />sidewalk on bikes. He requested Staff gain additional feedback from the residents in this area 21 <br />and the need for the sidewalk connection. 22 <br /> 23 <br />Public Works Director DeBar stated in the winter the walking children were forced into the street 24 <br />due to the piles of snow along County Road H. He noted the sidewalk would address these 25 <br />concerns. 26 <br /> 27 <br />Council Member Mueller was in favor of proceeding with the engineer services to assure Area E 28 <br />was completed properly to prepare for the sidewalk connection. She noted it was the right thing 29 <br />to connect Silver Lake Road to Edgewood. 30 <br /> 31 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 7935, 32 <br />Authorizing Stantec to Perform Preliminary Design Services for County Road H Sidewalk 33 <br />Project not to exceed $9,000. 34 <br /> 35 <br />Council Member Stigney questioned if Public Works and Stantec could prioritize the list of 36 <br />proposed trails for the City. This would provide a clear picture of the needs in the City. Public 37 <br />Works Director DeBar stated the Parks Commission has been addressing this issue and would be 38 <br />coming before the Council shortly. 39 <br /> 40 <br />Council Member Stigney recommended action on this item be postponed until after these 41 <br />recommendations were made. Public Works Director DeBar understood the reasoning, but stated 42 <br />this sidewalk coincided with the Area E project and should be considered prior to the 43 <br />recommendation from the Parks Commission. He stated the Parks Commission did find this 44 <br />segment to be a priority. 45
