RTU#4 serves this <br />space and is the only open-air return plenum in the building – all other air returns are ducted. <br />These tiles are residential grade and are warped on the corners indicating high humidity levels. <br /> <br />Staff asked Envirobate to provide a cost estimate to decontaminate and clean the HVAC systems at <br />the Community Center. The scope of work includes cleaning and decontaminating the RTUs and <br />associated ductwork; refurbishing/cleaning/coating the RTU internal insulation; HEPA-Vac all <br />contaminated building materials; and wet-wiping and disinfecting plenum space (RTU#4 only). All <br />work would be done under negative pressure to prevent cross-contamination. The following is an <br />estimated maximum cost breakdown by RTU: <br /> <br />RTU#1: $ 1,470 <br />RTU#2: $ 1,820 <br />RTU#3: $ 1,820 <br />RTU#4: $ 7,270 (event center) <br />RTU#5: $ 3,720 <br />RTU#6: $ 5,270 (gymnasium) <br />RTU#7: $ 7,270 <br />RTU#8: $ 3,720 <br />MUA: $ 2,470 (kitchen) <br />Total: $34,830 <br /> <br />Due to varying conditions of the inaccessible areas of the system, work is proposed to be on a time <br />and material basis ($89/hour all inclusive). <br /> <br />In addition, removing the event center ceiling tiles and cleaning/decontaminating the ceiling support <br />grid was estimated to cost $1,780. Staff solicited a quote from Acoustical Concepts, Inc. (supplier <br />of City Hall ceiling tiles) for furnishing and installing ceiling tiles in the event center. A mid-grade tile <br />with an anti-microbial coating (same tiles as City Hall) was specified. Acoustical Concepts <br />proposes to perform this work for $7,335 in the event center and $4,540 for the surrounding <br />hallways. <br /> <br />As a matter of public health and safety, the associated event center work above was authorized and <br />is in progress. <br /> <br />City staff is also working with a mechanical engineer to implement tweaks and modifications to the <br />systems for short term (immediate) improvements to the conditioned space, as well as long-term <br />solutions. <br /> <br />Recommendation: <br />Staff recommends that the City Council adopt the attached resolution to clean and decontaminate <br />the HVAC systems at the Community Center, including replacing the event center and hallway <br />ceiling tiles.
