Mounds View City Council June 25, 2012 Regular Meeting Page 4 Professional Engineering Design Services and Preparing Bidding Documents 1 for Area F of the Street and Utility Improvement Program. 2 3 Public Works Director DeBar stated the City is beginning its fourth Street and Utility 4 Improvement Project. He explained Area F was primarily single family housing north of County 5 Road I and multi-family housing south of County Road I. It was noted Area F was made up of 6 three miles of roadway with two non-standard streets, Hillview Road and Edgewood Drive. 7 8 Public Works Director DeBar indicated a fee proposal was solicited from Stantec and was broken 9 down into design, bidding and construction. Stantec has performed all of the engineering work 10 for the City on Areas A through E. The estimated consulting and geotechnical fees were 11 reviewed. Staff requested the Council authorize Stantec to perform professional engineering 12 design services and preparing bidding documents for Area F. 13 14 Council Member Hull questioned why two bids were not received for this project. Public Works 15 Director DeBar stated two bids were received last year and Stantec was the low bidder. He 16 explained that Stantec has been doing a great job on the street and utility program and he 17 recommended the City continue to use their services. In addition, Staff did not have to re-teach 18 the City’s policies each year to a new vendor. There was a certain level of familiarity between 19 the City and Stantec. 20 21 MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Adopt Resolution 7961, 22 Authorizing Stantec Consulting Services Inc. to Perform Professional Engineering Design 23 Services and Preparing Bidding Documents for Area F of the Street and Utility Improvement 24 Program. 25 26 Council Member Hull indicated he would not support this Resolution because Staff did not 27 receive two bids for this contract. 28 29 Mayor Flaherty thanked Christina Mlejnek and Harlen for their work on Area E. He requested 30 further information on how communications worked between the contractors and the residents. 31 Cristina Mlejnek, Stantec, explained that several days prior to an access closing a handout was 32 given to the residents. She noted the closure information was also available on the City’s 33 website. Cristina thanked the Council for allowing Stantec for continue their services in the City. 34 35 Ayes – 4 Nays – 1 (Hull) Motion carried. 36 37 C. Resolution 7962, Approving the Purchase of a 2012 Ford F350 Pickup Truck 38 from Midway Ford. 39 40 Public Works Supervisor Peterson stated that the Public Works Department uses a number of 41 trucks and service vehicles for daily work and inspections. He noted Truck 135 was due for 42 replacement as the transmission was beginning to slip. In addition, there was a great deal of rust 43 on the truck body. Public Works Supervisor Peterson solicited a bid from the State cooperative 44 for a 2012 Ford F350 pickup truck and the bid came in at $25,871.38 plus tax and license fees. 45
