<br />Section 4 <br />4-48 Ramsey County Multijurisdictional Hazard Mitigation Plan | July 2012 <br />Hazard Profile <br />Power outages occur frequently in the residential and business areas of Ramsey County. These outages <br />have been due to winter storms, severe summer storms, transformer outages, and flooding. A transformer <br />blast in August 2010 cut power to 11,000 residents. <br />Vulnerability Assessment <br />Ramsey County averages approximately 6 power failures every year. <br />Assets Exposed to Hazard <br /> Property Risk/Vulnerability: All critical facilities have the possibility of being affected by a power <br />failure. <br /> People Risk/Vulnerability: In evaluating vulnerability of the population in Ramsey County, it was <br />determined that risk/vulnerability includes the entire population of the County since there is no way <br />to determine the impact/magnitude of a power failure and no way to predict where and when a power <br />failure will occur. <br /> Environment Risk/Vulnerability: Risks to the environment are minimal should a power failure <br />occur. <br />Land Use and Development Trends <br />Ramsey County currently has no land use or development trends related to power failures. <br />Vulnerability <br />Power Failure <br />Frequency of Occurrence Highly Likely <br />Warning Time None <br />Geographic Extent Localized <br />Potential Impact Moderate <br />Multijurisdictional Concerns <br />All of Ramsey County is vulnerable to a power outage. <br />Hazard Summary <br />Power failure’s greatest threat is disrupting the daily operations of business and government. The <br />economic effects of an outage impact the entire community. Preparing for power outages includes storing <br />alternative electricity sources such as flashlights in the home and generators in office buildings. <br />4.4.6 Aircraft Accidents <br />Hazard Identification <br />Ramsey County is located in the flight pathway of the Minneapolis-St. Paul International Airport, Benson <br />Airport, the St. Paul Downtown Airport (Hulman Holman Field), and Anoka County-Blaine Airport, <br />making it vulnerable to the effects of aircraft accidents. Additionally, the Anoka-Blaine Airport and <br />Benson Airport are in operation for private aircraft. The Minnesota Army National Guard Aviation <br />operates out of Holman Field and the Air National Guard operates out of the Minneapolis-St. Paul <br />Airport.
